Since the conclusion that "To drive industrialization by informationization, and industrialization promotes informatization" has been reported in 16th National Congress of Communist Party of China in 2003, and then proposed to promote the integration of informatization and industrialization and choose the mode of new industrialization in the 17th National Congress of Communist Party of China in2007, then "To promote the new industrialization which take Chinese characteristics, informatization, urbanization and agricultural modernization into account, to promote the depth integration of the informatization and industrialization ".The integration of industrialization and informatization is the guiding ideology of industrialization during every strategy of the party and government in rencent decade. Especially in 2011, the ministry of industry and information technology departments put forward "energy conservation and emissions reduction as an important point of the combination, speed up the development of information technology and environmental friendly technology, comprehensive utilization of resources and energy resources saving technology integration development". However, there are less literatures can explain the inner mechanism of the integration of industrialization and information comprehensively and systematically, let alone to explain the relationship between the integration of industrialization and information and industrial environmental governance performance.What is the internal mechanism and influencing factors of integration of industrialization and information? How to carry on the accurate and effective measurement for integration level? What is the effect of heavy industrialization of China’s environment? If there is an inevitable trend of heavy industrialization, whether the integration of industrialization and information can be used to resolver the dilemma of heavy industrialization and environmental protection? What is the role that the integration of industrialization and information will play during the China’s industrial process of green revolution in the future? This paper has taken the research of the above problems and gets the following several conclusions of research:(1) On basis of the results of previous research literatures, this paper used the method of mathematical modeling to correct and rebuild an integration model of the integration of industrialization and information, based on the external environment factors, this paper built an measurement model about integration of industrialization and information, to reveal the internal and external motivation of informatization and industrialization in the process of the integration. During the period from 2002 to 2010, the integration of China’s environment is improving slowly, but the regional integration environment shows that a serious imbalance and the character of improvement speed are just like spindle. The quality of regional integration were improved but the differences of them showed an expanding trend, the integration quality of the eastern region is significantly higher than the other three economic regions, compared with the central and western regions, the quality of integration in northeast region is higher, and the average quality in central region is slightly higher than the average level in western region.(2) This article introduced and reviewed the famous debate on "heavy industrialization" and the statistical analysis also confirmed that the current industrialization stage of China significant characteristics of heavy industrialization. This article selects eight industrial pollution emissions and carbon dioxide emissions to measure the industrial environmental management level by using nonparametric Lowess method, and confirmed that the heavy industrialization trend will seriously impact on the ecological balance and environmental quality. It also indicated that the development of China in recent ten years on industrialization and environmental control was in paradox:on one hand, the period of heavy industrialization is the insurmountable stage in the process of industrialization; On the other hand, the heavy industrialization will lead to more industrial environmental pollution and carbon emissions, and will bring heavy pressure for environmental governance.(3) Based on the theory of endogenous growth of Schumpeter’s quality improvement ideas, this article discussed the green technology innovation which was caused by integration of industrialization and information, and built a sustainable economic growth model which took the resource saving and environment improvement into consideration at the same time. In addition, this article also explain the relationship between the integration of industrialization and information and optimization of industrial structure adjustment, especially focused on the explaination about how did the integration of industrialization and information improve the traditional industries and promote the important influenc on emerging strategic industries. The study found that the resource saving technology progress can be realized by adding the technology research and development spending about the integration of industrialization and information which will improve resource utilization efficiency, so as to realize the economic growth and pollutant emission reduction at the same time. Heavy industrialization not only has a significant contribution to the industry environment pollution and carbon emissions, but also has the advantage of promote the integration of industrialization and information. Empirical measurement showed that integration of industrialization and information has an obvious inhibitory effect on industrial pollution emissions and carbon emissions. It’s entirely possible to realize the industrial green transformation that depends on the opportunity to promote the integration of industrialization and information during the heavy industrialization stage in China, out of the heavy industrialization status and performance of the environmental governance dilemma.(4) This paper tried to take the integration of industrialization and information and environment quality into the industrial green total factor productivity analysis framework from a view of history development and policy guidance of energy conservation and emission reduction, and discussed the the necessity and feasibility of the green revolution in China’s industrial development in the future. Studies suggested that green industrial revolution was consistent with the essence of a new mode to industrialization, which emphasizes the future should rely on integration of industrialization and information to realize resource-efficient growth and reduce environmental pollution and ecological damage level, so as to realize sustainable development of green industry. From 2002 to 2010, the green analysis indicated that the green total factor productivity has been improved with the continuous improvement of integration of informatization and industrialization. The industrial green efficiency which were calculated by integration of industrialization and information and two un-expected outputs also increased, and the industrial average green efficiency value increased from 0.805 to 0.875. It also confirmed that Chinese industry is experiencing with the green revolution with high output, low pollution and low emission with the integration of industrialization and information.
