Food industry is one of the most important pillar industries with the fastest growing speed in the global economic development. Food industry cluster has become a new growth point of regional economic development. It is the future direction of the food industry development as well. There are numerous factors involved in the food industry cluster development. Evolution mechanism of the food industry cluster development is very complex. By combining qualitative and quantitative research methodologies in literature reviews home and abroad, this dissertation explores the evolution mechanism of the food industry development’s potential from an industrial perspective. Many aspects are studied, including the index system establishment, structural equation modeling (SEM), development potential measurement, theoretical model, performance evaluation and prediction system simulation of the development potential of the food industrial clusters, where the food industry cluster in Luohe of Henan Province is selected as a case study. An integrated evaluation of the development potential of the food industrial clusters in Luohe is carried out, aiming to provide strategies to optimize the structure of China’s regional food industry cluster, as well as Luohe’s economic development. This paper consists of eight chapters in total.Chapter one is the introduction. This chapter explains the research background and significance, and analyzes the existing research limitations on the industrial cluster development, potential evaluation and optimization of the industrial structure combined with the research status home and abroad. And then it outlines the major contents and purpose of the research.Chapter two is the development trend analysis of food industry clusters home and abroad. It analyzes the current situation and future trend of food industry clusters in China and the world over combined with the development patterns of the world food industry. Based on the analysis of the development patterns and trends of the world food industry, it compares China’s food industry with other countries’ and find that the food industry of China is in the growth stage and has great development potential in the future.Chapter three is the development model and competitiveness analysis of China’s food industry clusters. This chapter discusses the structure theories, group theories, development types and development models of food industry clusters based on the related theories. Then, it makes an analysis of the current situation, comprehensive competitiveness and future development potential of Luohe’s food industry clusters by way of a SWOT analysis, which can provide a theoretical basis for the quantitative study.Chapter four is the measure of China’s food industry clusters and the analysis of the influencing factors of its development potential. Because of the complexity and the relevance of the influencing factors, the development potential of food industry clusters is impacted by many factors. The influencing factors include the internal factors and the external factors. Considering that the sustainable development is important to the whole food industry, this paper takes it as the main influencing factor. Then, it establishes the evaluation system based on three dimensions: internal growth potential (I), marketing expansion potential (M), and sustainable development potential (S). Every dimension consists of 9 indicators and finally the evaluation system contains 27 evaluation indicators. Location quotient is the embodiment of the specialization degree of some industries in the region, and the index of industrial agglomeration is the embodiment of the concentration and dispersion and competition degree of the enterprises in the industry. The location quotient and the index of industrial agglomeration set up the index system together.Chapter five is the theoretical model and empirical study of the development potential of China’s food industry clusters. The evaluation indicators of internal growth potential, marketing expansion potential, and sustainable development potential have interactions. In order to find the main factors, the paper adopts the Structural Equation Model (SEM) to determine the causal relationship between factors, the key factor and the critical path, which can provide a basis for the research on the development potential of food industry clusters.Chapter six is the performance evaluation of the development potential of China’s food industry clusters. Based on the relationship between the influencing factors and the above evaluation system, the paper uses the Data Envelopment Analysis (DEA) to make the evaluation. The 18 evaluation indicators are the input variables, and the location quotient and the index of industrial agglomeration are the output variables, and it builds the EDA model based on the historical data from 2001 to 2013. Then, the management level of the food industry development in the region can be judged through the validity test of the decision making units. This helps judge the rationality of input-output ratio and quotas, providing data basis for the future development. In addition, this can help readjust the slack variables for the invalid decision making units and find out the main influencing factors, in order to catch the main points of industry development and management.Chapter seven is the evolution trend and development strategy of the development potential of China’s food industry clusters. The development potential of food industry should be forecasted based on the present situation for the active role in the future. This chapter adopts the methodology of System Dynamics (SD) and forms the quantitative determination method for the development potential of China’s food industry clusters based on the development trend of historical data. Then, the sensitivity analysis helps us determine factors of great influence on the development potential, which is beneficial to improving the industry management efficiency and providing decision-making proposals for enterprises and the government.Chapter eight is the conclusion and prospect. This chapter makes a summary of the full text, and presents the main innovative points and prospect of the research.The main 4 innovative points are given below:(1) The input-output model is introduced to form the index system of development potential of food industry clustersAt present, the research on the development potential of industry clusters generally has the following two distinct paths. One of the paths tries to build a relatively complete index system, beginning with the influencing indicators of development potential of food industry clusters. Another path puts emphasis on the quantification and measurement of development potential of industry clusters and puts forward a variety of indicators. The traditional paths just consider the input indicators or the output indicators of development potential of industry clusters, without considering the inherent correlation of input and output indicators. Therefore, the traditional paths can just evaluate the present situation of development potential of industry clusters in some area. This paper presents an input-output model of development potential of food industry clusters, of which the internal growth potential (I), marketing expansion potential (M), and sustainable development potential (S) are the input factors, and the location quotient and industrial aggregation index are the output factors. In this paper, based on comprehensive consideration of the input and output factors, the index system of development potential of food industry clusters is presented.(2) The theoretical model of development potential of China’s food industry clusters is built.There are many influencing factors of development potential of food industry clusters, invoving complicated causality. Based on the input-output model, this paper tries to probe into the relationship among the industry cluster’s internal growth potential, marketing expansion potential, sustainable development potential and development potential by using the methodology of Structural Equation Model (SEM). Then, this paper builds the theoretical model of the development potential of China’s food industry clusters, and makes a quantitative analysis of the influence paths relationship, paths’coefficients, direct effect and indirect effect in the model simultaneously. It also makes clear the relationship of various latent variables and distinguishes the observed variables, which can provide decision-making support for local managers and government staffs.(3) The evaluation method of data envelopment analysis (DEA) is used to make a quantitative evaluation of the development potential of food industry clusters.Taking the complexity of the influence factors into consideration, the common index grading methods, such as AHP, cannot do this kind of evaluation objectively. What’s more, the determining weights method does not apply to the huge index system. Through a comprehensive comparison, this paper chooses the DEA. Based on the historical data from 2001 to 2013, this paper makes an evaluation from the perspective of integrated efficiency, pure technical efficiency and scale efficiency. By adjusting the slack variables, it finds the main factors and reasons of the invalid of decision making unit. According to the optimizing suggestions of DEA, this paper readjusts the basic data and evaluates the applicability of evaluation model and method, which is helpful in providing references for decision-making to improve the development potential of food industry clusters and the industry management.(4) Simulation is used to analyze the evaluation trend of China’s food industry clusters.Like other industries, the food industry is also facing the issues such as the readjustment of industry structure, the transformation of growth patterns, the improvement of development quality. The traditional research on the optimization of development potential of industry clusters focuses on the methodologies of statistic, model and case study, most of which are qualitative studies. This paper builds the system dynamics model (SD) of the development potential of food industry clusters, and uses the real data of Luohe to make the empirical analysis. Base on the simulation, it analyzes the present situation and future development trends, which will enrich the evaluation area of the development potential of food industry clusters.
