With the stable surged of social economy and rapid development of civil aviation transportation industry, China’s airport in development emerged new problems. Airports present the polarization situation, competitions among airports are becoming increasingly fierce. That is, some airports in large and medium cities run at super saturation state and flight delays increasing seriously. Above all result for airports must expand, a lot of money invested continuously, resources such as land and airspace facing serious challenges. Increasing of airport operation safety, service quality and operation cost, while decreasing of the operation efficient and the advantages of scale economies.Based on the new contradictions in China’s airport development, National Civil Airport Layout Planning and 12 th Five-Year Plan of China’s Civil Aviation Development have both proposed a macro-strategy to build multi-airport group. Trying to complete adjacent airport resources, to ease the saturation of large airports, to develop secondary airports positively. China’s previous research on coordinated operation mechanism and management mechanism of multi-airport group mostly stayed on macroscopic view. Therefore, with theory elaboration, model building and empirical analysis, according to the logical sequence of “raise a question, analyze the question and solve it”, based on combination of theory&practice and qualitative and quantitative method, this thesis gives an in-depth discussion on operation and management problems. The following contents are researched:Firstly, concept of multi-airport system and its basic characteristics is given. Yangtze River Delta multi-airport system is taken as the research object. With data analysis, the definitions of multi-airport system at home and abroad, a comprehensive introduction of China’s current development status of air transport industry, airports distribution characteristics and interests, the concept of hub airport based multi-airport system and its characteristics are given.Secondly, a scientific analysis of the relationship between economies in China’s airport-dense regions and passenger&freight market of airports, air passenger flow distribution characteristics of region hub airport based multi-airport system, and operating efficiency of each airport in the system based on undesirable output. In the first place, this thesis conduct in-depth analysis of cause and effect relationship of regional economies, industrial structures and air transport market with Augment Dickey-Fuller and Granger causality test method. The results show that the closed connection between Yangtze Delta Region airports passenger&freight volume and regional economy. And the airport group is better for promoting economic than the single airport. In the second place, this thesis applies the equilibrium approach in modeling the regional transportation system introduced the factors of passengers’ psychology to estimate the passenger distribution. Passenger flow is mainly located around the airline hubs; therefore Matthew effect is caused to airports. In the third place, in the traditional airport operating productivity evaluation model, negative effects caused by undesirable output, such as delayed flights, noises and harmful emissions, are ignored. However, this thesis constructs a new airport operating productivity evaluation model based on undesirable outputs with nonparametric direction distance function method. According to the result, undesirable output is one of the indispensable factors for evaluation of airport operating productivity, because it has obvious impact on airport operating efficiency. After considering the undesirable outputs, positive correlation does not exist between China’s airport operating efficiency and operating dimension. Above all theory suggestions on coordination of multi-airport system for authorities are provided.Finally, this thesis proposes coordinated operation theoretical framework of multi-airport system based on airline hubs. Driving mechanism for formation of regional multi-airport system is comprehensively discussed; evolving development model of regional multi-airport system is built with reference to airport life cycle theory, “multi-agent” theory, “multi-machine coordination” theory and “collaborative decision-making” theory; qualitative analysis is conducted to cost and efficiency caused in building of regional multi-airport system; policies and suggestion to structural mode, coordinated operating mechanism, management and operating model and coordinated operation of regional multi-airport system. This thesis aims to serving as a starter of booming in China’s academic research on airport industry to promote the healthy and sustainable development of airport industry.
