Since the initiation of the policy of reform and opening up, China Civil Aviation (CCA) industry has been in a fast development period and business of the airport has greatly expanded. Along with more and more problems had aroused, the reform of CCA has been fastened and deepened. Especially the separation of enterprise from administration has realized after regionalization in 2004, the management of all airports but Beijing and Tibet had transferred to local government, and to perform industrialized operation. The development of airport got more space from the nice external environment. By the end of 2006, there are 8 airports which the passenger turnover over 10 million, for example, the Beijing Airport is over 48.5 million, Shanghai Airport is over 46 million, Guangzhou Airport is over 16 million and the Kunming Airport is near 15 million. Due to the present operation model could not adapt to the fast development of large airports, we have to research new operation model for them. The fist-class airports in the world almost use airport management model, which is based upon the operation of airport and made the relative laws and rules, aim to optimize the integration of airport resources and bring then into full play by franchising airport business to professional operators, lowing running cost and augmenting the income of the airport by charging franchise fees. Kunming Airport serves as the hub of air transport in Yunnan Province as well as the showcase for the economic and cultural development of Yunnan, and consequently the government has attached great importance to the management and administration of this airport, in order to realize the rapid, healthy, continuous development of Yunnan aviation industry by the construction of New Kunming Airport. So it plays a vital role in improving the economic returns and standard of administration to change airport operation to management model in Kunming Airport.Starting from the background of reform, this paper has conducted an insightful analysis of operation model in the airport, contrasted airport operation with management to verify the necessity of transformation in domestic airports. Meanwhile it has investigated and studied the features of several successful management airports in the world and given them a comprehensive evaluation and put forth the orientation for the development of domestic airports. This paper has adopted a qualitative approach in studying Kunming Airport, studied the operation of it and in conclusion put forth the scheme and step for implementing transformation of management model in Kunming Airport. This paper, written in background of regionalization and made suggestions integrating with layout of new airport, can be of instructional help to actual operation of Kunming Airport for its practicality.
