Since the reformation and opening, with the continuous development of urban economy of our country and the unceasing advancement, more and more surplus rural labor population began to enter the urban workers, engaged in non-agricultural production labor, has formed a special group of migrant workers. They made an important contribution to China’s economic development, urban construction and social progress, and has become the indispensable important labor force in the economic construction of our country part. But the current life of migrant workers population and development state, although they are in town to work, life and development, and on population statistics is also considered the urban population, but the vast majority of migrant workers population are unable to obtain the urban household registration, to enjoy the treatment of urban population. Even though some migrant workers get the urban household registration, but their way of life, the concept of consumption, enjoy the social welfare and the real meaning of the urban population has a significant gap. Migrant workers population level is not high, the public is not completely, make the urbanization essence in China is relatively low level of urbanization, not conducive to the sustainable development of Chinese economy in the long run, the economic development of our country’s restrictive is gradually reflected.Throughout the development history of each developed countries, the process of citizenization is an integral part of the development process of the city and the country, 按 and the level of citizenization can also seen as one of the important criteria for the level of the modernization. From the aspect of the development history of western developed countries, the non-agriculturalization of the agricultural population and citizenization is accompanied by the process of urbanization and industrialization. With the continuous improvement of the industrialization and continuous expansion of city size, the process of rural labor force go off gradually from agricultural production and settled into the city. So that they completed the transformation of the way of life and identity. So the process of rural labors transfer to the urban and transfer to the citizenship in western countries is synchronous.As the special situation of our country, the rural labor force shift to urban population is obviously divided into two processes. The first process is rural labour force move into cities to work as non agriculture labor, and settled in the city. But they can only complete the career change, not complete the transformation of identity and lifestyle, they and rural also inextricably linked. The second process is the labor force can get a foothold in the city, and their way of life gradually transformed into the lifestyle of the population of the city. So to complete the entire transformation process. Because of the rural labor transformation process in the presence is particular, causing a portion of the population has moved from the rural transfer to the city, but can not be fully integrated into the city life. They do not have access to the identity of the urban population and form a special group in the society: the transfer of agricultural population. The number of this group of people is huge, and exist in the various sectors of the city. The living conditions and prospects for development has become the focus of social concern.Migrant workers population urbanization development of our country economy will produce what kind of effect, what is its effect principle and mode of action, promote the citizenization of migrant workers will be to what role in China’s economic development, how to improve the policy to promote the process of China’s urbanization. The existing research on these problems is inadequate, the only research can not fully and effectively answer these problems, in this paper, using the basic principles of economics, use the CGE model as the main analytical tools, from the methods of theoretical derivation and simulation, studied the mechanism of agricultural migrant population urbanization on economic development the impact and influence, and on this basis, put forward some suggestions and ideas to improve the promotion of China’s public policy process. This research mainly achieved the following research achievements:First of all, a comprehensive related research results, described the concept of some concepts in the research involves such as economic growth, urbanization, urbanization, human capital, consumption and other aspects. Focusing on the definition of citizenization which is the main part studied in this paper. We define that fullly citizenization have four conditions, respectively in urban residential, in the urban employment, with urban household registration and the lifestyle of the urban population has. And we also studied the influence of urbanization to urbanization, consumption and human capital these three aspects. From the point of view of the existing research results, citizenization can effectively promote the expansion of city scale, accelerate the process of urbanization, also can obviously promote the average consumption growth, and can enhance the level of human capital in the whole society. Also impact of urbanization, consumption level and the level of human capital on economic development is studied, the existing research results have shown that boost the improvement of urbanization level, the level of household consumption increases and the level of human capital to economic development produced significant promoting role to the economy. This part of the research mainly summarized the results of previous studies, clarify the relevant concepts, laid a solid theoretical foundation for the follow-up study.Secondly, according to the economic growth theory, and using CGE model, we studied from the perspective of citizenization on the economic. This part of the research started from the general form of the CGE model, analyszed the CGE model in the common concepts, including the initial intrinsic value and social balance matrix, also introduces the composition of the CGE model equation. Again by constructing equations, the way of the influence of citizenization on economy is derived. We also proceed from the production module, behavior of the residents, government behavior perspective, focusing on the development of the real economy, forming equations. The follow-up study focuses on the influence of the citizenization to the urbanization, consumption, human capital and the total economic from the theoretical point of view. Through the formula deduction and the theoretical proof, we find that the promotion of the level of the human capital of the urbanization, the consumption level and the whole human capital of the society are the result of the citizenization. In this part of the research we proved that the citizenization can promote the economy of our country.Then using CGE model which has been set up, modeling based on China’s current economic operation state, to subdivide the production module, trade balance module and so on. Reasonablly assign the parameters related to the model, using China’s actual economic statistical data to assign to the variables in the model. We also constructs the China social accounting matrix, generating for the simulation model. Then, we use this model to do the simulation research on the citizenization and the economic development. In the simulation, we design four simulation scenarios, respectively as a complete absence of citizen, citizen ratio of 2% and the citizenization degree is incomplete, citizenization ratio of 2% and the population completely citizenization, and 4% of the citizenization of proportion. In order to compare the impact of the non-citizenization, citizenization and different citizenization ratio to the economic development. Simulation study divided into two parts:static simulation and dynamic simulation, static simulation shows the economy state by 2020, the dynamic simulation shows annual economic development trends and changes. Through the study, confirmed that citizenization plays a significant role in promoting of urbanization, household consumption, human capital and economy. And the higher the degree of citizenization, more citizenization completely, the effect is more obvious.Finally, based on the current situation of China’s urban and rural dual economic development situation and the existing housing, education, social security and other policies, we proposed policy recommendations from multiple aspects of residence, such as income, land, education. To household registration policy, starts from the existing household registration system and the reform of the household registration system, it is recommended to clear the target of household registration reform, and strengthen the household registration with the floating population management functions, while weakening attached with the household of other public resource allocation. To income distribution policy, it is recommended increase in the initial distribution of the proportion of work, and to provide fair public service for the rural labor force in order to enhance its competitiveness in the job market. To land policy, the key point is to establish and perfect the system of land transfer, to ensure that rural labor population can be properly disposed of land when migrate to the city, to protect their own economic interests and can also effectively using the land. To the education policy, it is recommended to improve the quality of teaching in rural areas. On the one hand providing high quality education for rural left behind children, on the other hand, to provide technical training for the rural labor force to improve their labor skills. To social security policy, it is recommended to set up a security transfer of rural population, and fully establish the existing social security policy that makes the rural population can enjoy a proper social security. To employment policy, it is recommended to establish perfect employment policy system, coordinate the relationship between supply and demand in the labor market, to break the urban-rural dual labor market, allow the rural population and urban population to enjoy the same employment opportunities. To housing policy, the government providing a certain amount of low-cost housing and economic application of the housing, expanding the provident fund coverage and impact, enterprises employing units working together to solve the housing problems of employees, the replacement of rural land for urban housing and so on, can be as a solution to rural transfer of population in urban housing problem.
