Public Financial Support For The Citizenization Of Agricultural Transfer Population

China has the largest population in the world,and is a large country with large population and labor resources.How to make use of the advantages of China’s population and labor force to realize the rational and optimal allocation of labor resources is of great strategic and social significance for the rapid and smooth development of China’s economy and the construction of a harmonious society.At the same time,whether the agricultural transfer population can realize full citizenization,to a great extent,is related to the sustainable development of our economy and the comparative advantage in the competition of international trade pattern in the future,which is one of the major problems in the process of economic development in the future of China.China as a developing country,in the course of the road to industrialization,due to the long-term economic structure of the two yuan,economic development,while the urban and rural labor resources can not achieve a reasonable allocation.The improvement of rural labor productivity has diverted a large number of surplus agricultural transfer population,the modern industry has provided many jobs but not the competent agricultural transfer population can be competent,the labor demand is not equal and the problem is gradually serious.How to support the citizenization of agricultural transfer population through public finance has become a problem that many economists have studied.Labor transfer theory and international experience show that achieving the majority of farmers’ transformation to the public is the ultimate way to solve the problem of farmers.As a special part of the farmers in China,the agricultural transfer population has many advantages to transform into the public.Due to the influence of the times,the social environment and its own conditions,the intergenerational characteristics of the motive,the education level,the city identity,the living habits and so on impel them to be "a kind of".The trend of "internal curling" is developing.As a manager of the state,the government shoulders the bounden duty of how to effectively solve various problems in the process ofcitizenization of agricultural transfer population.Based on this,this paper takes Guangdong Province as an example to discuss the public financial support for the citizenization of agricultural transfer population.Firstly,the background of the study is the large number of agricultural population transfer in cities and the hidden dangers of economic development and social stability caused by it.Secondly,it elaborates the concepts of "citizenization of agricultural transfer population","public finance" and the theoretical basis of "labor transfer theory","industrial structure theory" and "public finance theory",By consulting the literature and questionnaire,this paper analyzed the current situation and characteristics of urbanization and public financial support of agricultural transfer population in Guangdong Province.Thirdly,based on the above situation and characteristics,this paper analyses the problems and reasons between the urbanization of agricultural transfer population and public finance in Guangdong Province.Finally,in view of the above problems,from the perspective of public financial support,this paper puts forward some system design and Countermeasures to improve the public finance of the transfer population of agriculture in Guangdong Province.The conclusions of this study are as follows: Firstly,the lack of public financial support in Guangdong Province leads to the widespread problems in the urbanization of agricultural transfer population,such as imperfect social security of agricultural transfer population,unequal compulsory education for children,scarcity of public service facilities,lack of housing security,lack of land transfer mechanism and unreasonable transfer payment system of public finance.Secondly,it explores the strategies and suggestions to improve the public finance support for the urbanization of agricultural transfer population in Guangdong Province.By urging local governments to perform their duties,improving the social security system,perfecting the compulsory education mechanism and scientific planning for the children of agricultural transfer population,combining social capital,improving public service facilities,deepening land reform,increasing employment support,and realizing local urbanization and completion.We should improve the transfer payment system of public finance,implement the top-level design with "Internet +",and speed up the citizenization of agricultural transfer population.
