Orderly transfer of agricultural population is the core task of promoting the construction of urbaniz ation. By solving this problem, we can speed up the pace of urbanization construction and improve the quality of it. Therefore, to understand the will of the people of agricultural transfer helps deepen the und erstanding of the problems happen in the process of transfer, and thus provide a more accurate basis for the policy making, and optimize the process of urbanization.Drawing on the research of domestic and oversea theories of urbanization,as a sample survey of Shengzhou agricultural transfer population, according to the first hand survey data and the use of statistical description,by analyzing the relevance of the factors that influence the Shengzhou agricultural polpulation transfer and studying of it,this article comes to the conclusion that the more important factors that influence the agricultural polpulation transfer are as the following:age, education level,working time, personal income level, children education, family income, relationship with urban residents, social security, urban life satisfaction and so on.Based on the results of this research and the problems occur in the process of urbanization, this article proposes three aspects of policy recommendations which are revitalizing industry,strengthening infrastructure and improving service. Through efforts in these areas,we can promote the population agglomeration effect and population carrying capacity in Shengzhou and the government public service ability,therefore optimizing the quality of urbanization,thus provide a theoretical and practical reference for further reform and improve the integration of urban system.
