For a long time, since there is no uniform power coal quality standard, the coal market trading efficiency is low. The poor quality coal is rampant, causing quality disputes frequently. And the standard management is difficult. Development and changes in coal consumer market have contributed to uniform power coal quality standard.This paper expounds the concept, purpose of power coal quality and classification and significance of the standard definition. Based on the analysis of China’s current coal quality standards on the proposed, it presents problems of the current standards, and clears the importance of developing standardized coal quality standards. Secondly, based on analysis of the current power coal market consumption, trade situation and existing problems, key evaluation indicators of power coal are determined. Thirdly, in accordance with power coal quality standards framework, China’s power coal quality standard system and naming draft are formulated by expert investigation and cluster analysis. Finally, we summarize the research and innovation illustrate the limitations of research presence, combined with previous studies propose future research directions.Conclusions of this study can provide reference for the relevant government departments and strengthening coal quality management and promote clean coal utilization, and improve the efficiency of coal market transaction, which have important practical significance.The total article is divided into seven parts on the arrangement of chapters. The specific content is as follows:Chapter 1: Introduction. Specifically addressed the coal-related concepts as well as the main purpose, from the current coal market developments and changes in the market environment, illustrates the need to develop uniform standards of quality steam coal, coal quality standard outlines the development background and significance, the pair related research at home and abroad on the basis of combing, organize ideas and methods of the study and expounds to regulate market transactions, and promote the use and future development of clean sense of quality standards.Chapter 2: Overview of power coal standards. We expounded the definition, classification and significance of standards, collected the current domestic relevant standards from the view of power coal quality and analyzed the existing problems. The main contents of the standard overview, find the current standards of domestic coal and based on the analysis of the first national standards exist coal shortcomings were discussed. First, the definition of the standard finishing, elaborated standard scientific management, promote trade, improve the quality and to protect the security and the important role of government macroeconomic regulation for. Secondly, collate and analyze the current standards of domestic coal. Including coal for power generation standard, general standard coal boiler, living standard coal, building materials, coal standards, standard locomotives and metallurgical coal injection coal standards. Finally, the present study to learn from existing national standards, and through analysis, the shortcomings of the current standard exists, and to deepen, with coal and steam coal in coal as an example reflects the business their own way, is not conducive to coal trading status quo.Chapter 3: Analysis on current situation of power coal circulation. We analyzed the market consumption situation of power coal from the perspective of the power industry, construction industry and other industries, put forward the problems in circulation in the aspects of production, transportation and trade and thus determined the main evaluation indexes. The main content of steam coal market circulation is to analyze the situation, specifically to analyze the situation from the consumer, transaction status and quality indicators circulation examined three aspects. Finally, based on coal naming scheme, respectively, Shenhua Group, China Coal Group, Datong Coal Mine Group named thermal coal, with its original name comparison shows that the new name more unified and standardized, and easy to remember, is conducive to thermal coal circulation trading.Chapter 6: Conclusions and outlook of the study. This chapter explained the findings and outline in this study. Innovations of this research are summarized. Combined with previous studies, we illustrated the limitations of existing studies, and proposed the future research directions.
