Industrial Security is the core and key of national economic stability and development., especially with the acceleration of economic globalization and regional economic integration, the importance of industrial safety has alsobecome increasingly obvious. Industrial safety is the foundation of economic security and development, representing an essential starting point for the national industrial policy and the implementation of economic interventions. With the development of economic society, mergers and acquisitions of domestic enterprises has become an important means for enterprises to become larger and stronger, for industrial areas to integrate, as well as for the national economy to carry on micro-adjustment. This paper also investigate from the five perspectives of industrial economics, including the industrial organization, industrial structure, industrial layout, industrial policy and industrial development of howdomestic mergers and acquisitions restructuring affectingits levels of safety, and using welfare economics theory to pointing out thatunder connotative industry security conditions, the social welfare maximization should be the pursuit of the highest form of industry safety.Based on the research perspectives and main logic line above-mentioned,this article main research content is as follows:(1) Combed the emergence, extension and development of the industry security theory, summarized the industrial economy of every subsystem including industrial organization theory, industrial structure, industrial layout, industrial policy and national economic security theory, which lay a good theoretical basis for study of the mechanism.(2)Depending on the mature industrial economic theory framework, and separately from several perspectives including the safety of industrial organization, industrial structure, industry layout, industrial policy, industrial development, researching the influence of the domestic enterprise merger, acquisition and reorganization of industrial safety mechanism. According to the influence mechanism of the research content, introducingthe methods of industrial safety evaluation and early warning, constructing a index system of industrial security which joined "the enterprise merger, acquisition and reorganization" factor, and expanding to point with surface analysis.
