In the rapidly developing world economy, intellectual property has constituted the key competence of technology-based enterprises in starting up their business and achieving strong growth. Presently, the Chinese enterprises are besieged with the intellectual property challenges from international corporations. The Outline of the National Intellectual Property Strategy, launched in 2008 by the State Council of China, has ushered in a new phase of the country’s effort to protect intellectual property and to regulate the related issues. In the face of the fiercely competitive market, enterprises have to depend on their resources to gain and maintain their competitive edge. They are both the major protectors of intellectual property and the beneficiaries of these endeavors. Among all the resources in the society, knowledge resources are not only indispensible but also vital for these enterprises’ long-term development. The Chinese enterprises, especially small-and medium-sized technology-based enterprises (SMEs), have long been haunted with the problems such as insufficient initiative in proprietary intellectual property development, high rate of failure in knowledge development and poor performance in knowledge management. All these have seriously hampered the high-tech SMEs from growing bigger and stronger. In view of this, the theoretical circle and the practical world should join hands to review the current reality of the Chinese enterprises, examine the mechanism of producing proprietary intellectual property, explore ways to reduce the uncertainty in knowledge management, and improve the SMEs’management mechanism for proprietary intellectual property.Firstly, the thesis, proceeding from the practical needs of the Chinese SMEs to develop, protect and manage their proprietary intellectual property, presents the context and significance of the research. It defines the key concepts and puts forward the main arguments. In literature review, the author goes through the research findings of both Chinese and international scholars on proprietary intellectual property in terms of its growth mechanism, development and management, and early warning of the risks, and conducts a systematic study on the enterprises’research efforts in intellectual property management. The development pattern of the high-tech SMEs’ efforts in proprietary intellectual property management is touched upon, which reveals certain problems. The author also conducts comparative research to summarize the valuable experience gained in the developed countries, through which important insights are obtained.Secondly, the author takes the enterprise endogenous perspective for the recognition of the endogenous factors for the high-tech SMEs’growth mechanism of proprietary intellectual property, and constructs, in accordance with the system dynamics model, the feedback loop of this growth mechanism. Data collected through field investigation are applied to a simulation analysis to explore the interaction between the influence variables and the endogenous mechanism. Proceeding from the enterprises’external environment, the author identifies the external influence factors for the high-tech SMEs’to increase proprietary intellectual property, and, in adopting the concept of collaborative innovation, the author analyzes the synergy mechanism of the external influence factors. By reconstructing the evolution of SMEs’self-organization for proprietary intellectual property growth, the author puts forward the idea that, in the high-tech SMEs’ efforts to grow proprietary intellectual property, as well as the accompanied technological innovation projects and the progress made in due course, a rising-spiral-patterned virtuous circle of "innovation - proprietary intellectual property-sharp edges (knowledge highland)-innovation" will take shape. The evolving process of the high-tech SMEs’ independent innovation ability to grow proprietary intellectual property is also described.Thirdly, proceeding from the perspective of the generation process, the author identifies in the thesis risk factors in the formation, development, transformation and application of proprietary intellectual property. An early warning system is constructed, with the corresponding early warning procedures designed, the early warning indicators prepared from the perspective of the sources, and a multi-level fuzzy comprehensive evaluation system put in place for risk assessment. Relevant risk prevention strategies are also presented by taking into consideration both the process and sources.Finally, the thesis targets a number of demonstrative high-tech SMEs, by conducting field research, interviews and surveys aimed for collecting specific data about developing and managing preparatory intellectual property, and reach its conclusions.In summary, this thesis, through combining literature review, field research, statistical analysis, case study, and qualitative and quantitative research, achieves the following innovations:— The high-tech SMEs’growth mechanism for proprietary intellectual property is analyzed both internally and externally.— The complex systems theory is applied to investigate into the evolution of proprietary intellectual property, construct high-tech SMEs’ self-organization for proprietary intellectual property growth, and study the coordination between the enterprises’sub-systems.— Study on the current early warning system for the risks concerning intellectual property is deepened, a breakthrough against the background that most of the researches so far have been focused on risk recognition, assessment and control; and a risk prevention and control system from the perspective of developing proprietary intellectual property is constructed, which consists of the sub-systems for risk recognition, assessment and early warning and thus helps with the risk prevention and control in the complete process of intellectual property development.
