The Research On Technological Standard-based Technological Innovation Network Of High-Tech Enterprises

High-tech enterprise is dominant force in 21 century economy. At the same time, network is now a pronoun for modern economical and social development. It provides enterprise's cooperation more broad space and fields. Especially many kinds of technological innovation network in high-tech industry have enhanced competence of enterprise and industry, made technological development, increased financial return and improved social welfare recently. At the same time, technological standards competition and cooperation become a core issue in the development of modern high-tech enterprise. It is such a technological standard-based technological innovation network of high-tech enterprise that is our study object.Reviewing recent literatures, innovation network has been an important topic in the study of industrial, regional and network economy. However, the achievements above, especially in the researches for R&D and technological standardization cooperation, are on the un-unified and scattered situation. From technological standardization perspective, this paper study technological innovation network of high-tech enterprise both in principle and demonstration systematically, and an integrity theoretical frame is hopeful to be established. The main contents in this text are as follows:First of all, we define and demonstrate theoretical frame for technological innovation network of high-tech enterprise.Technological standard-based technological innovation network of high-tech enterprise represents all kind of innovation cooperation relationships and system arrangements among high-tech enterprises, which aim at technological resources complement, innovation and development, and involve in R&D, patenting, standardization and industrialization of technological standards. It is a significant organizational mode of technological resources movement and reformation globally, which has distinctive connotation, structure, feature as well as operation factors and conditions. For the essence of cooperation, technological innovation networking motivity derives from creating and sharing pie of cooperation, which is explored by a design of game model.Secondly, we discuss evolution stages and themes of technological standard-based technological innovation network of high-tech enterprise, which contain R&D cooperative network, technological standardization alliance and technological standards industrialization. There are following aspects included:(1) R&D cooperative network of high-tech enterprise is a time, space and regional unlimited R&D organizational mode, which is based on modern information technology platform and knowledge and technology sharing among enterprises, with common goal of advancing technology development. It has obvious competitive advantage, and shows kinds of implementation styles, drives, path as well as conditions. A dynamic game mode is designed to indicate such an incentive and mechanism.(2) High-tech enterprise technological standardization alliance is a network organization, in which relative companies and organizations subscribe agreement to establish a technological standard. In practice, there are lots of players, specific element and issues involving in the comprehensive cooperative process. The emphasis is put on the ownership allocation optimization regime of Intellectual Property Rights (IPRs) in the technological standardization alliance by a game mode.(3) Technological standards industrialization means adoption of technological standards in the market and technological transfer and diffusion, forming virtual network and boosting development of virtual agglomeration of high-tech enterprise, which represents an important extension and spread of technological innovation network. Network externality is a significant motility driving network convergency. A designment of interactive quality mode is made to explore indirect network effects. At the same time, all the factors from technological nature of high-tech enterprise, development of innovation network, economical globalization as well as advanced information and communication technology jointly facilitate the evolution of agglomeration virtualization. Technological standard-based enterprise virtual cluster shows its own structure, features and properties.Thirdly, we consider the harmonious development of technological innovation network of high-tech enterprise. The three stages of technological standard-based innovation network of high-tech enterprise are inherent linked and influences each other. At the same time, external factors also act on the network, and so it is very important to develop the network in line with the environment.Last but not least, we take an empirical examination for the development of technological innovation network of high-tech enterprise, based on the industrial standards network of GSM (Global System for Mobile communications) case. GSM is a network compatible standard of second generation mobile system, and its development and innovation processes typically represent the whole procedure and mechanism of technological innovation network of ICT enterprise in particular, in which the solution for sixty-four-dollar questions such as network governance structure and the strategic roles of IPRs and dominant companies has deep explanatory power for Chinese companies to implement industrial and national standardization strategy. We accordingly produce the policy suggestions for the development of technological innovation network and enhancement of high-tech industrial technological progress.
