The welfare is an important means of the human resources management, the design and management of the welfare system is the important content of human resource management. The reasonable and effective welfare system not only can stimulate staff’s enthusiasm and creativity, promote employees to achieve the company target and improve company efficiency, but also can attract and retain a good quality and competitive workforce in the fierce competition knowledge economy. If company can have excellent staff and motivate them effectively, it is likely to succeed in competition.Study on the welfare system is the need of social development, is the company’s continued development inevitably request. The effective welfare system can improve employee satisfaction, happiness index, and effective intense employees to work better; to improve the efficiency of the company. Based on this, the choice of welfare system as the research subject, with the Qingdao A international logistics company as an example, found the problems of the existing welfare system, combined with domestic and international relevant research and the actual situation of the enterprise, to redesign the welfare system, and its results are predicted, and strive to achieve staff motivation, improve its satisfaction.The foreign welfare theory, domestic scholar’s research results are overviewed. The concept of welfare benefits, the basic elements, welfare management principles is studied. The theoretical basis for design welfare, the trend of development is summarized. The welfare system and the status of human resources are analyzed. The same industry welfare and welfare system are studied. The welfare satisfaction is surveyed; the problems of existing welfare system are summarized.The new welfare system is designed combining with the related theory and the original welfare system. The new welfare system has legal benefits and non statutory welfare. Non statutory benefits can be divided into enterprise annuity, the supplementary medical insurance, the monetary and non-monetary welfare. This system is more systematic, clearer. New welfare system consider the real needs, flexible customization, the employee’s age, length of service, position, personality traits and other factors. The people-oriented principle is more scientific and effective. New welfare system can satisfy the real need of staff, keep up with the development of society, to keep pace with the times. Feedback mechanism can detect the company welfare system’s practical and effective. Less investment to company received a greater effect. New welfare system can motivate employee and stimulate their enthusiasm for work.
