As a crucial practice form of ecological industry, eco-industrial park is the backbone of the second industry reform and innovation of our country. It is an urgent issue to find out how to reasonably construct the decision model and the multidimensional parameter evaluation system. Under the “New Normal” condition, the decision target and parameter set of eco-industrial park planning have changed. Existing models and methods are not fully applicable for optimizing and processing the target and the fuzzy semantics data under the new decision context. Considering these research lacks, this work studies the eco-industrial park multi-objective optimization and evaluation model based on two-tuple linguistic analysis, using multi-objective optimization theory, linguistic data processing and stakeholder theory, etc. The main research content and innovations follows:(1) Using stakeholder analysis, a new parameter set of eco-industrial park evaluation is constructed. Considering the limitation of expert recognition in former researches, many other stakeholder groups’ opinions, such as enterprises, government, clients and surrounding residents, are included in this work. Stakeholder analysis theory is also applied along with recycling economy, low-carbon economy and cleaner production theory in this research. After that, using social network digging method, the incidence matrix with new structure features and global centrality are also analyzed.(2) Based on cloud model theory, the index selection model of the parameter set is proposed. There are 29 initial indicators in the evaluation set, and all the indicators are classified into three groups, which are resource reduction, recycling utilization and pollution control. Then using forward cloud generator and backward cloud generator, the expectation(Ex), entropy(En) and hyper entropy(He) of each indicator are concluded. The data is acquired from investigation interview, and is processed by the index selection model for three times. Then the importance of the indicators is ordered, and the eco-industrial park internal endogenous power index system, including 20 evaluation indicators, is proposed.(3) Using multi-granularity two-tuple linguistic information processing and projection theory, the weighting method of the evaluation indicator parameter, based on set pair analysis model, is propounded. Comparing the data input and process procedure, and the application scope among the AHP, grey system analysis and other methods, the set pair analysis model of eco-industrial park evaluation based on two-tuple linguistic theory is constructed. This model takes the features of eco-industrial park evaluation indicators, such as semantic fuzziness, multi-level and multi-objective and decision system uncertainty, etc., into consideration. It also incorporates stakeholders’ appearance frequency and the global centrality in social network analysis, applies two-tuple linguistic aggregation operator to conclude comprehensive weight on all the indicator parameters, and evaluate the data sample by set pair analysis method. This weighting method can indicate the development direction of the data sample, close the gap among different samples, and improve indicators which are relatively not ideal. To verify the effectiveness of the model and the rationality of the evaluation result, seven samples are used for empirical study, such as National Ecological Industry Exemplary Park of Yantai Economic & Technological Development Area and Rizhao Economic & Technological Development Area, etc.(4) Proposing the innovative multi-objective decision method of eco-industrial park planning by infeasible degree(IFD) with NSGA-II algorithm. Using the evaluation system mentioned above, the decision variable of eco-industrial park’s industry chain and its planning are defined. Two objectives, which are “maximization of internal endogenous power demand in the later period” and “maximization of economic development demand in the earlier period”, are taken into account to build the multi-objective optimization decision model. The constraint condition is formed by internal logic, such as amount of industry chains, amount of enterprises, and the internal connection of the industry chain and enterprises, etc. The Pareto domain is acquired by improved NSGA-II algorithm, using elite strategy and congestion comparison operator. Then using IFD selection to handle the constraint information of NSGA-II algorithm, work out the multi-objective optimization model of eco-industrial planning, and acquire the Pareto optimal solution. The rationality of the Pareto solution is verified by the sample data from Taishan Industrial Park in Tai’an. Industry planning suggestions are also conducted. In summary, this work proposes the decision model a method for eco-industrial park planning, and offers theoretic support for eco-industrial on industry upgrade, structure transformation, innovation promotion and sustainable competitiveness cultivation.
