| Electricity, as one of the main components of energy, has become the fundamental resource for China’s economic development and modernization. At the same time, the level of the social development is directly related with development of power industry. Since economic and social development depends on the power industry, if we expect a rapid development of national economy, well development of national power industry is necessary. With the rapid development of China’s national economy, the state has scaled up investment in the power industry in recent years. The monitoring data from National Electric Power Construction Investment Analysis Data Center shows that, in 2013, the number of China’s power construction completed investment is RMB 1.0893 trillion yuan. By July 2014, it completed a total investment of RMB 1.2291 trillion yuan in national power construction. For now, investment of power plant equipment acts leading role in projects. The cost of power equipment could reach more than half of the total investment in a normal power plant. For some technological transformation project of large power plant, the investment of equipment even can reach more than 70% of the total investment. Especially for some small local electricity companies, almost all power plant equipment are basically procured from market. As for power plant construction contractor and equipment supplier, the efficiency of procurement, cost control, quality control, and supply chain management does not only directly decide success of project, but also have impact on the future development and profitability of enterprise. This article, on the basis of such background, makes Dongfang Electric Corporation Limited International as an example, to explore and study power station equipment procurement management based on rough sets and binary semantic. Based on such study, deficiencies in the procurement management are identified, and optimization suggestions are proposed in order for sustainable development of Dongfang Electric Corporation Limited International in this article.This paper starts with concept introduction and explanation of power plant equipment, procurement management, rough sets theory,2-Tuple linguistic theory and experts marking method. This article tries to study current condition of procurement management and existing problems by analyzing the state of business, financial condition and procurement process of power plant equipment of Dongfang Electric Corporation Limited International. The procurement model for power plant equipment for the company is built based on rough sets and 2-Tuple linguistic theory, and improvement strategy is proposed for supplier management, procurement process and so on.This paper adopts methods of literature study, correlation analysis, expert scoring, attribute reduction and 2-tuple Linguistic. This paper combines attribute reduction of rough set method with expert scoring method, innovatively analyze Dongfang Electric Corporation Limited International procurement management problems, and draw a conclusion that this company is deficient on organizational structure and procurement process. Furthermore, this paper uses combination of rough set and 2-Tuple linguistic theory to analyze the procurement process. In the end of this paper, it proposes specific improvement strategies on supplier management and procurement processes. However, due to the author’s limited academic ability and the paper length, the quantitative analysis and explanation of procurement management based on combination of rough sets and 2-tuple linguistic theory is insufficient, and only a superficial conclusion is drawn by building models. |
