Tourism has become a type of "energy density" industry and one of the important sources of global greenhouse gas emissions, with emissions of greenhouse gases from the consumption of resources and energy in the process of tourism. Over the years, energy conservation and emissions reduction has been raised as a country strategy, the low-carbon development pattern is advocated. Against this background, the development pattern of tourism industry needs to make the low-carbon transition and upgrade urgently. As a new tourism concept and development pattern, the development of low-carbon tourism is related to multiple stakeholders, such as government, tourism enterprises and the public, whose positive coordination and full participate are a pressing need. However, due to the complex and varied interests and game relationship among the stakeholders, the absence and low efficiency of the stakeholders‘ involvement has become an important obstacle restricting the development of low-carbon tourism. How the stakeholders effectively participate in the low-carbon transition is still an in-depth study of complex problem. For this reason, based on the stakeholder perspective, this thesis tries to focus on this issue, in order to provide a structured approach path for the stakeholders to engage in the development of low-carbon tourism more effectively.Based on the review of fundamental theories and related researches, the stakeholders and their respective roles are defined. Afterwards, on the one hand, the game relationships and decision-making mechanisms of government, tourism enterprises and tourists are analyzed from the theoretical level; on the other hand, the influencing factors and behavior mechanisms of the low-carbon choices of tourism enterprises and the public are analyzed in-depth with grounded theory and empirical investigation. At last, on the basis of the results above, the stakeholders‘ low-carbon evolutionary process is summarized, a stakeholder involvement management framework model(LIM Model) is constructed, and a low-carbon tourism policy support system is put forward.The main conclusion and innovative points of the dissertation lie in the following aspects:(1) From the angle of the vertical cooperation of tourism industrial chain, the value of long-term, stable low-carbon cooperation for the upstream and downstream tourism firms is demonstrated, and the coordination mechanism is also discussed.(2) From the perspective of tourism production and consumption, the influencing factors and behavior mechanisms of the low-carbon choices of tourism enterprises and the public are analyzed in-depth with grounded theory and empirical investigation.(3) Based on theoretical and empirical research conclusions above, the low-carbon evolutionary process of stakeholders is summarized, and a stakeholder involvement management framework model(LIM Model) is constructed, which provide a structured approach path for the stakeholders to engage in the development of low-carbon tourism more effectively.
