With climate change has been increasingly focused by governments and academia at home and abroad, decreasing fossil energy consumption and reducing the emissions of greenhouse gases with carbon dioxide as its main component, and mitigating and adapting to climate change is a shared vision of the international community. China is faced with the transition objectives to a low carbon economy. As China?s first low-carbon pilot and carbon emissions trading pilot “dual pilot” province and the largest economy province in China, Guangdong Province is facing greater pressure to reduce carbon emissions. This dissertation discusses the theory of promoting industrial structure?optimization under the background of low-carbon economy, and studies the different effects between market mechanisms and low carbon policies on the industrial structure of Guangdong Province, tries to put forward some policy suggestions from the point of view of the industrial structure?optimization to achieve the goal of low-carbon transition, and it has some theoretical and practical implications for enriching the thoeory for the optimization of industrial structure, and promoting Guangdong Province?s optimization of industrial structure and achieving low carbon transformation targets.This dissertation firstly proposes the theoretical framwork based on Green Solow Model after reviewing and commenting the relevant literatures; Secondly, it overviews the situations of carbon emissions and the evolution of the industrial structure in Guangdong Province, and then it uses Guangdong Province?s 21 cities data to empirically study the necessity of the optimization of industrial structure under the low carbon transition goals, and then it uses input-output model and multi-objective programming model to simulate the feasibility of relying on the optimization of industrial structure to achieve the goals of lowering carbon emissions and promoting economic growth; Thirdly, based on the earlier findings and considering Guangdong Province features with a high degree of export-oriented, it analyzes the dynamic interactions between foreign trade, FDI and structural?s optimization of industry in Guangdong Province using the PVAR model to explore potential ways to promote the industrial structure?s optimization through foreign trade channels; Finally, based on the law of the change of dependence degree between manufacturing industry and service industry from the experices of some countries in different stages of economic development, it puts forward a road map of the optimization of industrial structure in Guangdong Province and its implementation mechanisms under low carbon transition goals, such as improving the price formation mechanism of production factors, establishing long-term outdated and excess capacity?s withdrawal mechanism for high energy consumption and high emissions industries, establishing incentive mechanism for carbon reduction, exploring the internal and external opening mechanism for service industry, exploring long-term environmental protection mechanism covering environmental laws, green credit, performance assessment, public participation. And then, it analyzes Guangdong Province?s existing low carbon polices and its problems, and puts forward that Guangdong Province should impove the exsiting low carbon policies and make full use of market mechanism and governments? role to achieve low carbon transformation goals. The contributions of this dissertation lie in: this dissertation discusses the mechanism of the provincial level?s industrial structure optimization mechanism under low carbon transformation goals, including but not limited to the direction of industrial structure? optimization, so, the research perspective is new. Empirically, it calculates the carbon emissions linkages and economic linkages of 28 industries in Guangdong Province based on the input-output model, and it selects the encouraged industrial group and constrained industrial group, and uses multi-objective planning model to simulate the optimum industrial structure under different scenarios for Guangdong Province in 2012.
