Facing the increasingly serious environmental changes, carbon emissions gradually become the focus of one of the hot issues, Encouraging and supporting the enterprises to reduce emissions has very important practical significance. The government as the leadingof the whole society andthe main body of policy formulation and implementationto serve the public interests, it is necessary to intervene to the development of the society as a whole development, in order to achieve the balanced development of the interests of all parties, mediation of interests conflict. however, the government intervention is also limited by their own conditions and the outside world, it is necessary to analysis the effect benefia、costs of the various policies, to distinguish the benefits brought by various policies and measures. As the contradiction between population, economy and environment has become increasingly fierce, it will be a difficult problem faced by the government in fonmulating policy, how to change the policies and regulations and intentions for reality, more effectively promote government tools work, and how to effectively guide the enterprises to carry out technological innovation, advance the construction of product carbon label certification system, implementation of carbon emission reduction targets, leading enterprises under the dual effects of market and policy, to realize the win-win development of environment and economy and the effectiveness of the administration tool.This paper introduces an approach by using systems dynamics to build the system model and use the VENSEIM software to simulate and investigate the influence size of different stakeholders with different governmental policies and different scenarios in implementation of carbon labelling scheme in order to optimization combination of policy suggestions.To actively promote the development of the enterprise in the direction of green production, ensure the normalization of production enterprises, and to promote the smooth implementation of government policy, promote the rapid development of low-carbon economy and achieve the purpose of coordinated and sustainable development of economy and environment. In order to solve the current population, economy, increasingly fierce contradiction between resources and environment, guide the government effectively lead enterprises to carry out technological innovation and product upgrades.To facilitate the construction of product carbon labelling certification system and implementation, realize the win-win situation of environment and economy.A case example of paper mill is provided to demonstrate the application of the proposed model, and the government subsidy and fine economic strength is selected as the control variable,in which the enterprises have two optional plans to reduce the carbon emissions, either the low-cost or high-cost technological plan. The simulation results indicate that the enterprises’ economic return is vulnerable to be influenced, no matter which plan is selected for further implementation. However, after the comprehensive analysis of the government and enterprises in their respective interests, in order to realize the benefit maximization, achieve the win-win development of environment and economy, the best choice is to combine the low-cost technological plan, a certain degree of economic subsidy and economic sanction with the economic subsidy is 180 yuan/t and the intensity of economic sanction is 0.01.
