Characterized by more-sites, long-route and wide-area, rail road construction projects have been credited for long construction period and huge investment. The pricing model for rail road construction projects have changed for many years, which was intimately associated with the national economic system transition from planned economic system to market economic system. In early stages of projects decision, design and biding, the estimation, budget estimation and tender sum limits were compiled by quota, while in construction and settlement stage, the adjustment in construction payment and the final account at completion were determined by BQ, which inevitably led to the disconformity of investment control foundation in different stages of rail road construction.The jointly use of quota and BQ in rail road construction projects inevitably lead the investment control foundation to change as construction stage going on, the pricing model will be changed when bidding ends construction began, thus, the investment control interface and the complexity of work will be increased. The disconformity foundation of cost estimation and investment control in life cycle of rail road construction projects forces governments and administrations to urgently unify the investment control standards and indexes. Therefore, it is critical to broaden BQ application scope to the early stage of rail road construction, which helps a lot to establish a BQ integration cost estimation system for improving government funds investment efficiency and for decreasing the difficulties for investment control and cost estimation.To solve this problem, this paper introduced life cycle cost control method in rail road construction projects, to integrate BQ information forwardly. With an application of prototype approximation method, this paper explored the process for constantly refining BQ cost indexes in different rail road construction stages, to specify the objectives and contents of investment control. What’s more, the more and more prevalently used and the improvement of BQ in rail road construction project, the development of information integration ideas and the application of control theory provided both theory and practice foundations for this paper. Results are as follows:Firstly, by studying building and the supportive of construction payment database, this paper analyzed foundations for building construction payment database for rail road construction projects. Therefore, this paper provide some tools and methods for data collection and analysis, built a construction payment database system, proposed contents and methods for data entry and management and constructed material prices management system, what’s more, this paper also provided a security system for construction payment data base.Secondly, by analyzing cost indexes system of rail road construction projects, this paper established standards for building BQ integration cost index system, based on this, BQ integration cost index system was formed and the corresponding economic methods for cost index analysis was presented accordingly. Which provide the core support for the formation and application of BQ integration system.Finally, this paper made a targeted analysis for rail road project cost estimation, in terms of characteristics of it, this paper amended methods of cost estimation and corrected their transferability on basis of specialist interview and focus groups, and make a conclusion that what would be more adaptable for estimating the cost of rail road construction projects. To take this as basis, the construction payment database was verified. The BQ integration cost index system and BQ integration would be adaptably and scientifically applied in rail road construction projects. Finally, this paper put forward some feedback methods for investment control for BQ integration rail road construction projects to improve the investment control system continuously.
