Study On The Internal Governance Structure And Dynamic Mechanism Of Forestry Cooperatives In Liaoning Province

This paper takes the dynamic mechanism and internal governance structure as the entry point and 49 forestry cooperatives in Liaoning Province as the study object, and analyzes the independent action mechanism and system action mechanism of the internal governance structure and dynamic mechanism of forestry cooperatives. It establishes a comprehensive research framework of cooperatives and explores such issues as the functional orientation, operational efficiency, service performance, and standardized operation. It uses the empirical research methods, enriching the study on typical arears of forestry cooperatives. It innovates the perspective of study, and brings forward suggestions on upgrading of internal governance structure and improvement of dynamic mechanism of forestry cooperatives.During the study, it analyzes the policy trajectory and current situation of domestic forestry cooperatives. It also analyzes development of regional forestry cooperatives. From the perspective of one of the members, it evaluates the internal governance structure and dynamic mechanism of the cooperatives. By using econometric methods and statistical analysis, it studies the impact from the internal governance structure on equity and efficiency of the cooperatives and evaluates of the impact of the dynamic mechanism on the dynamic performance of the cooperatives. It establishes structural equation model to study the relations and modes of action between the internal governance structure and dynamic mechanism as well as correlated variables. It evaluates on overall performance of development of the cooperatives by AHP.The main conclusions of this study are as follows:First, the decision-making mechanism, the internal oversight mechanism and the profit distribution mechanism are the factors that have the greatest impact on fairness. Second, the overall technical efficiency of the cooperatives is low and its scale efficiency is high. Internal oversight mechanism, profit distribution mechanism and incentive mechanism have a more significant impact on efficiency. Third, the prestige of the leaders, the management system of forestry cooperatives and the operational risks have a significant impact on organizational power. The degree of volunteering for members entering the organization has significant influence on the satisfaction of members and the sustainability of organizational development. The industrial structure of the organizations has a significant impact on the sales of the organization’s products as well as the probability of dissolution. The government financial support has a significant impact on the organization’s capital condition as well as the satisfaction of members on earnings. Fourth, it will achieve the unification of fairness and efficiency in a better way to improve the internal governance structure by studying on coupling relationship between the internal governance structure and dynamic mechanism. The strong power in mechanism will ensure the efficiency in operation and sustainability in its development. The internal governance structure and dynamic mechanism are the core of the establishment, development and sustainability of the organization. Fifth, with a comprehensive evaluation, this paper finds that the development of the internal oversight mechanism, the profit distribution mechanism and the decision-making mechanism of the internal governance structure of the forestry cooperatives in Liaoning Province are not that good judging from their lower scores. The internal resistance in dynamic mechanism is higher than the internal power. The development of organizations leading by companies is the best. The comprehensive evaluation results of the organization are generally positively correlated with per capita income of the members. Among them, the positive correlation of internal governance structure and the per capita income of the members is more significant.
