The Effect Of Governance Mechanism On The Performance Of Animal Husbandry Professional Cooperatives

Animal husbandry professional cooperatives are mutual aid economic organizations voluntarily united and democratically managed on the basis of contracted rural household management,production and management of similar livestock and poultry products,or the provision and use of livestock and poultry production and management services of the same kind.As a kind of rural organization innovation,animal husbandry professional cooperatives are making full use of its organizational advantages to help resolve the contradiction between small-scale farmers and the big market,so that decentralized farmers can adapt to the market and enhance their competitiveness.However,in general,the animal husbandry professional cooperatives in Heilongjiang Province are still at a relatively low level of development.On the one hand,animal husbandry professional cooperatives have not fully exerted their organizational advantages;on the other hand,cooperatives with relatively fast development and relatively large scales have also begun to show problems such as non-standard operation and weak sustainable development capabilities.Effective governance mechanism is an important factor influencing the performance level of professional cooperatives in livestock husbandry,and performance is a direct reflection of the perfection of the governance mechanism of professional cooperatives in animal husbandry.For livestock husbandry professional cooperatives with a low level of development,further improvement and improvement of the governance mechanisms of cooperatives can provide a sound basis for the operation of cooperatives,promote the advantages of cooperative organizations,and improve the performance of cooperatives;For the relatively high level and well-developed specialized animal husbandry cooperatives,the better improvement and improvement of the governance mechanism of the cooperatives is the key to further enhancing competitiveness and raising the performance level of the cooperative.This paper adopts a combination of theoretical analysis and empirical research methods.Based on theoretical analysis of SSP analysis paradigm,transaction cost theory,and principal-agent theory,the 152 animal husbandry professional cooperatives are selected according to the distribution of livestock industry in different regions of Heilongjiang Province.For the purpose of the study,the status of the governance mechanism of the sample cooperatives is described in detail.Factor analysis is used to construct a performance evaluation system based on the scale of organization,organization and operation,members' returns and social impact,and measure the performance level.Based on this,a cluster analysis model is used to classify the performance of cooperatives.The results show that the overall performance level of the livestock husbandry cooperatives in Heilongjiang province is poor,and the performance level of more than 70% of the sample cooperatives is not good or very good.On the basis of performance evaluation,a multiple linear regression model was used to empirically analyze the impact of governance mechanisms on the performance of cooperatives,and targeted measures for improving the performance of cooperatives were proposed.The main conclusions of this study are as follows: First,the decision-making mechanism of cooperatives has a significant impact on the performance of cooperatives as a whole.The voting method of the members(representative)assembly has a significant negative impact on the performance of the cooperatives.That is,the voting method of one-person-one vote will hinder the improvement of the performance of cooperatives;the degree of democracy of major decision-making and earnings distribution deciding methods will be higher(ie mainly decided by the member assembly).The decision-making methods more conducive to improving the performance level of cooperatives;a sound decision-making mechanism,including the regular holding of the board of directors and the congress of members to discuss major decisions and distribution of surpluses,makes the decision-making of the cooperatives more reasonable and is conducive to improving the performance of cooperatives.Second,the incentive mechanism of cooperatives has an important impact on its performance.A well-developed incentive mechanism is the key to cooperatives to improve their performance.Withdrawing surplus reserve funds,conducting trade rebates and carrying out share dividends will help improve cooperative performance.Third,the monitoring mechanism of cooperatives has a significant impact on the performance of cooperatives,and the more standardized the supervisory status of the members' conferences and councils on cooperatives,the better the performance of cooperatives.
