Along with the rapid development social economy, people’s life qualities has been significantly improved followed by problems harming the development of human society such as population explosion, resources crisis, environmental depravation and so on, so sustainable development is urgently needed. China proposed to set up a batch of comprehensive development demonstration area in October 1992, and there are 13 National Sustainable Demonstration Communities,156 State-level Sustainable Communities, and over 200 Province-level Sustainable Communities by the end of 2013, representing an effort to promote sustainable development made by the state in conjunction with local governments. However, now the sustainable development in China is still in its infancy without scientific and standard index system, and the research of its demonstrative effect is relatively few. National Sustainable Demonstration Communities set up a practicable and suitable index system and evaluation methods and analyses its demonstrative effect on the basis of summarizing its management mechanism and the demonstration effect, and it’s helpful to improve its construction, enhance its demonstration effect and provide guidance and reference for the construction and management of other National Sustainable Communities.With the National Sustainable Communities as studied object, this paper carries out research in the aspects of problem posing, background analysis, empirical analysis and policy suggestion by the means of theory analysis and empirical research. Namely, we will design an evaluation index system and build an integrated assessment models for sustainable development capacity according to the actual development situation of the National Sustainable Communities, and we explore the three effects of Sustainable Communities. Chapter one is the background analysis; Chapter Two is relevant literature review; Chapter Three, Four are empirical research, and Chapter Five is our policy suggestion. The main research contents are as follows:First, the general situation of National Sustainable Demonstration Communities is analyzed, including its basic situation and characteristics, development course and achievements, and the main advantages and disadvantages, and we further study the opportunity and challenge in its development.Second, an evaluation index system for sustainable development capacity of National Sustainable Communities is built, and National Sustainable Communities’s sustainable development capacity is assessed according to data of 2009-2013. Subjective and objective analysis are combined when analyzing social economic statistics to get a more objective and real result.Third, an evaluation index system and index weight for radiation effects are set up. We study the sustainable development radiation scope of National Sustainable Communities through breakpoint analysis to confirm index system; we weight the index through analytic hierarchy to build evaluation index system; next we weight every level of the index by expert questionnaire combined with existing research fruits, forming a discriminant matrix, and being on consistency check; then we determine the weight of every level of index and calculate the weight of every index in every level relative to the highest target level. We do the empirical analysis of sustainable development radiation effects of National Sustainable Communities on the basis of evaluation index system and index weight. Second, theory analysis for accumulation effects is carried out from the aspects of external economics of scale, innovation effect and competition effect. And then we do the empirical analysis of accumulation effects of National Sustainable Communities by using modified CES production function. Last, the factors that influence the technology spillover effects of the sustainable development are studied from the aspects of market competition, manpower resource, the connection between enterprises, and imitation and demonstration, and then empirical analysis of technology spillover effects of National Sustainable Communities is carried out.Fourth, effective methods that improve sustainable development capability and construction, radiation effects, accumulation effects and technology spillover effects of National Sustainable Communities are put forward from different angles.
