Mega-event, due to the tremendous tourism and economic effects, has been seen as the catalyst of promoting urban regeneration and regional economic development. China's economic development has enhanced the strength and the demand to host mega-events.Thus, 2008 Olympic Games and 2010 World Expo will be held in China.According to unbalanced growth theory of economy, the significant improvements of "growth pole" would lead the development of other cities. Mega-event ,which can largely promote the tourism development of the host city, will no doubt ehance further development of regional tourism in other cities. However,it is urgent for other cities to know what kind of tourism effects the mega-event can radiate to them and how to maximize the radiation effects of tourism through their own initiative.First based on the former research,this paper redefines "Mega-event" from the time and scope of its radiation effects,gives the definition of Tourism radiation effects of mega-event and No-host city,and lists the related theory :tourism regional cooperation theory,planning theory and experience economy theory .Then three rules are concluded, which are tourism demand inertia, brand expension and interindustry relation ,on the basis of analysis of the mage event from the view of time and scope effects and affected subjects.And two assumption are proposed ,which is inspected in the case of branch host of 2006 world leisure expo.Then,an effective model of developing tourism radiation effects of mega-event is suggested,which consists of inputting model integrating model and reoutputting model.Finally,the roles of no-host city government is discussed from five prospects:cooperation building ,product integrating and marketing, transportation utilizing and comprehensive seivice supporting.
