Especially in recent years, Taiyuan has launched its personnel policies and measures which have improved significantly talent aggregation and made rapid technological progress and raised the level of economic development. However, knowledge spillover under talent accumulation is not fully effective played. How to optimize the knowledge spillover environment of Taiyuan, to further enhance its knowledge spillovers, is an urgent problem to be solved.Therefore, based on the aggregation theory and innovation theory, from the perspective of talented people, this paper analyzed knowledge spillover effects mechanism such as the essence, subject, ways, affecting factors, and discussed the new factors and ways of knowledge spillover creation and upgrading. And on this basis, taking the Taiyuan city as an example, the paper analyzed current situation of talent gathered and the knowledge spillovers, presenting situation may exist in its issue, and sorting the main impacting factors of knowledge spillovers. Finally, according to the order has been focused on factors countermeasures and suggestions were put forward to generate and promote of knowledge spillovers under talented people in Taiyuan, and enhancing and promoting economic and scientific progress and economic development in Taiyuan City.The innovation of this paper is: explored the main scenarios, approaches, factors of knowledge spillover under the talent gathered; studied main factors of knowledge spillovers under the talented people in Taiyuan and the sort.
