During the Twelfth Five-Year period, the task of energy saving and emission reduction is still arduous in China. It is necessary to improve the effect of emission reduction. Climate change leads to the emergence of more and more extreme weather and hazy weather. All of these pose huge challenges to emission reduction in China. Furthermore, the key point in energy saving and emission reduction is energy issue. From 1996 to 2010, China’s energy carbon footprint ecological pressure has increased to 1.96 hm2/hm2, which is 2.02 times of that in 1996. The existing forests and grasslands cannot effectively mitigate the increasing energy carbon footprint. On the other hand, more and more scholars develop decomposition analysis to energy intensity in national or regional scale to find out the critical influencing factors in order to make specific policy suggestions. After all, the aim of this paper is reducing energy intensity to fulfill the goal of energy saving and emission reduction in China. The main innovation points as follows:(1)This paper conducts a decomposition analysis with LMDI method and finds that all of the three factors: energy structure, energy intensity and the population pressure of forest and grassland contribute to the decrease of EPICF, while economic development plays a positive role. In detail, energy intensity does best in the fall of EPICF, being followed by the population pressure of forest and grassland. Among all the influencing factors of EPICF, the positive role of economy overweighs other negative factors. Economic development deteriorates the problem of ecological pressure.(2)With the GFI(Generalized Fisher Index) model, the alleviating changes of energy intensity in Tianjin have been developing due to the following three factors: the technological progress, the changes of energy structure and industry structure. As is shown from the decomposition results, from the point of view of the cumulative values of each factor year by year, among the three factors, the industrial structure has imposed the strongest impact on the energy intensity in Tianjin, which is followed by the energy structure and the response of the technological progress to the energy intensity, though the impact can be thought in a limited degree. As a result, developing greening industry has played an important role in reducing energy consumption intensity in Tianjin.(3)Developing greening industries plays an important role in reducing CO2 emission intensity in national or regional scale. This paper makes a research in the development patterns of TEDA landscaping company, and conducts an over-all economic benefit assessment. This section proposed comprehensive evaluation indicators’ setting principles in greening enterprises and build up the index system. To TEDA landscaping company saline-alkali land greening engineering project as an example, the schedule of the preparation, optimization and control, proposed the project progress control, quality control counter and the safety management of specific measures, and carries on the technical and economic evaluation.This system relates to social environment, social economy and natural environment, includes 3 criterion layers and 17 indicators. This paper gives out each indicator’s meaning and computational methods, discuss how ecological green space plays better role in urban construction. At last, this paper gave out several suggestions regarding with improving comprehensive effectiveness in TEDA greening company.
