Agricultural cleaner production is a new production management method and production mode involving whole process control of pollutants, also an important technical basis for ecological development of industrialized agriculture. The technology type, processcontrol and cleaner products of the agriculture cleaner production have been widely accepted in theory; however, evaluation of its technology application hasn’t been sufficiently followed up; especially there is few researches about evaluation of farmers’ application of farmland-friendly technologies, plus of lacking a scientific and systematic benefit evaluation system, which lead to use of policy means to solve the problems of the technology application of internalization of external effect is not obvious.Farmers exercise production technology and participate in environmental protection, but don’t get the best benefits from technology progress. Weak characters of agriculture let it inevitably at a disadvantage in market competition, so it is of great significance to carry out researches on supplementary policies mechanism of agricultural cleaner production technologies, and to establish a technology evaluation system based on farmers’ willingness, so as to promote reform of policies on agricultural technology service subsidies and enhance drive for farmers’ environmentalprotection conducts.This paper summarized the theoretical basis of agricultural ecological compensation practices and policies,carried out the research on the influence mechanism and evaluation methods of application willingness for the farmland solid waste comprehensive utilization technology.Contingent Valuation Method(CVM), which is most widely used in international evaluation of non-market value of environmental goods, was used herein as the major research approach for a comprehensive summary of the theoretical basis for ecological compensation and farmers’ conducts. In terms of empirical researches, technologies in returning of mechanical ground corn straw and compositing of vegetable residues were studied based on the data collected from farmers in Xushui District of 502 and Gaocheng District of 142 household survey data in Hebei Province.Moreover, Logit, Probit and a multiple linear model were adopted as econometric analysis tools to further analyze the WTP influence mechanismof architecture, and scientifically calculate the compensation standard of technologyapplications and established technology application evaluation method system. The main research conclusions are as follows.(1)Broke through the bottleneck of theoretical research on farmland clean production technology evaluation and set up scientific system of assessment methods. The system of assessment methods for farmland clean production technology included behavior intention assessment system of technology application and cost value accounting system. The four key steps of evaluation: one is clearing the externalities type of technology application; two is accounting input of production cost; three is setting up evaluation of simulation model; four is estimating model parameters and calculating the fitting results.(2)Preliminary revealed the impact factors of technology application behavior driven mechanism,proved the coupling relationship between each other.Production information source, the waste management policy, the crop irrigation cost and net income of farming were the four key dynamic factors which influenced the application willingness for the farmland solid waste comprehensive utilization technology.(3)Put forward the determinants of compensation willingness of the farmland solid waste comprehensive utilization technology applicationquantitatively, and its strength was sorted. Determinants and impact strength of application of mechanical ground corn straw returning technologyfrom big to small in the order were information sources, straw returned policy, labor time, irrigation, pesticides, machinery cost and agricultural income.Determinants and impact strength of application of vegetable residue compost technologyfrom big to small in the order were residue treatment policy scale, top application number, age, planting, irrigation costs and net income growing vegetables.(4)Determined the threshold value and reference valueof compensation standard of the farmland solid waste comprehensive utilization technology application,and establish the evaluation method system.The threshold valueof compensation standard for farmers’ application of mechanical ground corn straw returning technology is from 928.43 Yuan/ hm2 to1702.95 Yuan / hm2 and the estimate value is 1315.69 Yuan / hm2, that for application of vegetable residues compositing technology is from 86.85 Yuan to150 Yuan each household and the estimate value is118.43 Yuan each household in the northern dry.Establish the technical evaluation method system which CVM method and cost accounting method was regarded as architecture.(5)Proposed the subsidy policy implementation guidelines for returning of mechanical ground corn straw in Hebei Province, and formed a standardized policy document.The compesation standard is 1320 Yuan / hm2 for planting area smaller than 0.33hm2, and that for planting area larger than 0.33hm2(inclusive) is 1350 Yuan / hm2, such subsidies will be paid directly to peasants after their returning of mechanical ground corn straw.As an exploratory research in the field of agricultural technology compensation mechanism, the research has limitations in two aspects: firstly, the CVM guide technology selection is effective to improve, secondly the questionnaire design features variable selection needs to expand, thirdly the compensation standard evaluation system needs further perfecting.These two problems will be overcome with great efforts in our further researches,to make contributions for improving the standard and capacity of supporting policy-making by scientific researches.
