Willingness To Pay And Willingness To Accept For Tourism Eco-compensation In Changbai Mountain Nature Reserve

The ecological environment in Changbai Mountain Nature Reserve (CMNR) of China has been continuously disturbed by the tourism activities, with a lot of unbalances among economic interest parties, Which caused great obstacles to ecological environment protection work. To resolve the problems, a mechanism of ecological compensation is needed. However, before the important mechanism is established, it is necessary to accumulate the reference research data in especially the local residents’ and tourists’ attitudes.By using the contingent value method (CVM), through the way of questionnaire combined with interviews, this paper investigated the willingness to pay (WTP) and willingness to accept (WTA) of local residents and tourists for the ecological compensation in2012, the main contents are as follows:1. We analyzed and summarized the research actuality, the theoretical foundation, the meaning, then, briefly introduced the CMNR.2. We investigated and analyzed the residents’ and tourists’ awareness of tourism activities, ecological environment and ecological compensation in CMNR.3. We analyzed the residents’ and tourists’ WTP and WTA by CVM, including the respondents basic situation, the impact factors of WTP and WTA, the contrast analysis between WTA and WTP, and calculation of WTP and WTA. The money WTP of R was estimated as2.76million RMB a year, with40RMB (23.85～48.59) per capita. The labor WTP of R was estimated as0.43million days a year, about one week (4.58～7.12days) per capita. The money WTA of R was estimated as19.7million RMB a year, about288RMB (268.65～325.5) per capita (7.1times of WTP). The money WTP of T was estimated as20million RMB a year, with7RMB (6.43～7.40) per capita per travel. Therefore, this paper proposed that,20million RMB per year can be a reference as EC in CMNR.4. According to the characteristics of CMNR, we suggested5tourism eco-compensation implementation suggestions.
