compensation efficiency is not high,and the first problem to place it local development demands.Therefore,in the valley" to point "to carry out ecological compensation and plays an important role in the establishment of ecological compensation mechanism.The first division alar as Tarim River basin ecological environment and soil more affluent areas,is also the first demonstration area of ecological civilization,give full play to the role of the pilot,and actively promote the construction of ecological compensation mechanism,"to point" in the basin to promote the practice,has important significance to improve the ecological environment in Tarim River Basin.On the basis of ecological compensation theory and environmental economics as the research foundation,through the search for relevant information to master the first division Alar City Economic and social development and demonstration area of ecological civilization construction,for the use of contingent valuation method and reasonable design of hypothetical design questionnaire and provide the basis.Through the analysis of the 16 farms questionnaire analysis of ecological residents cognition and related factors ecological and willingness to pay and willingness to accept the cross analysis,using the average valuation method and multicollinearity logarithm model to measure WTP value and WTA value,and through the test,find out the influence factors and the willingness of the residents affected by thewillingness to pay,provide the basis for the establishment of ecological compensation mechanism.The main conclusions of this study are as follows:(1)There are ecological changes in the sample of respondents perceived accounted for more than85.1%,of which up to 69.6% of the respondents believe that the present living environment has improved,people over the years through the transformation of nature,to feel the "ecological environment of people back into the sand" brought about by the improvement.(2)The residents in the study show a higher willingness to pay and willingness to accept,the proportion was as high as 89.7%,85.80%.from the national characteristics,there is willingness to pay minority residents and willingness to accept the proportion respectively 9.76% and 8.48% higher than the Han nationality,ethnic customs and protect the environment from poverty is the main factor.Urban residents and rural residents(company)characteristics,have the willingness to pay of rural residents and willingness to accept the proportion respectively 6.56% and 12.05% higher than that of urban residents,rural residents are engaged in agriculture affected by climate,to improve environment and agriculture desire more urgent,the per capita disposable income of residents remained relatively less,high willingness to accept.(3)The residents there are huge differences in payment and repayment.Respondents choose to take part in voluntary labor to protect the environment the proportion is as high as 76.62%,the number of large sample areas in rural residents are mostly low income and time is free;in repayment,the respondents tend to cash,and the proportion of up to 88.86%,of which the minority choose cash compensation ratio as high as 74.2%,low income is the main reason.(4)From the cross analysis of residents' properties with the WTP and WTA,the residents' willingness to pay and willingness to accept and overall income,education level,living life,environmental awareness,occupation and significant correlation exists on the work of the government approval,which the minority residents willingness to pay from income,level of education.Occupation and working of government approval has nothing to do,mainly affected by the customs.(5)Residents average WTP values higher than WTA,respectively,335.08 yuan / person,818.45 yuan /person,the asymmetry is to get the value of WTA is 2.44 times the WTP value range,generally recognizedin the domestic research,ecological compensation willingness is closer to reality,the drainage ecological environment destruction or loss of more than environmental protection or improve the benefits of improved governance while the government should protect the ecological environment of the region.(6)The income of residents,living life and education,occupation,working of government approval is mainly caused by the asymmetry of the WTA/WTP,the higher the income of residents,improve the willingness to pay and accept less compensation will have a significant role.In addition,fuzziness,uncertainty and the compensation effect is caused by factors the effects of asymmetry.(7)To achieve the goal of ecological compensation is not a single policy can be achieved,must cooperate with relevant policy adjustments;the main responsibility,the two sides negotiated compensation by way of compensation and compensation standards,the scientific and fair compensation results;the implementation of ecological compensation to break the limitations of industry,involved in a number of social organizations in the implementation of compensation;in the process of the full attention of upstream main
