The earth that we rely for existence is facing a series of urgent problems such as the global warming, the depletion of energy crisis, environmental quality deterioration and so on, countries around the world have paid close attention to the greenhouse gas emissions and global ecological protection,development of low-carbon economy has become the consensus of the world. The traditional concept of development mainly focuses onindustry control methodand the final goal of economic, intentionally or unintentionally, intentionally or unintentionally ignored the externalities not included in the cost of economic development during the process of industry regulation.Therefore, how to control the expected output including carbonemissions in the process of industrial development, promote the coordination between economic and social development and population resources and the environment, improve people’s life happiness, have become an urgent problem to be solved.Starting from the actual research questions,integrateduse the theory and knowledge in management, science, physics, based on the dissipative structure theory, based on entropy change, with industry system as object, the undesirable output as the breakthrough point, industrial system as the goal, reduce emissions as the foothold, from carbon reduction pressing reality as the research on the general reduction mechanism of the undesirable output, this paper takes carbon reduction as the empirical objects that address their specific implementation issues,grasps the reduction mechanism in the industrial system by combing the undesirable outputentropy change principle, and implement to the modeling and optimization of carbon emission reduction policy,make the specificimplementation measures to reduce emissions by the double constraints of carbon intensity decreased and the desired output increase, clarfy the object and theoretical analysis framework of this article.In this paper, the concrete research content and the meaningare as follows:(I)Based on the theory of industrial systems and industrial systems reduction theory,this paper illustrates the related concepts of industrial system undesirable output,has been clear about the components of industrial system undesirable output including waste discharge, waste water, solid waste emissions,compared and analyzed the development status of industry system’s undesirable output withUnited States, Europe and Japan, improve and supplement the overall understanding of the industrial system theory, which is conducive to correctly grasp the running state of industry system,it shows that the existing problems of industrial system undesirable outputs, indicate the direction for industry system reduce emissions.(II)This paper build the entropy principle model for China’s industrial system undesirable output, and describes the evolution path of the undesirable output rate entropy change.Analyzing the dissipative structure of industrial systems, and demonstrating the advantages of taking undesirable output rate as the industrial system entropy,this paper discusses the influence factors of output structure entropy change,desired output rate entropy and the undesirable output intensity entropy change,under the condition of introducing technical progress factor, it constructs the industry department output intensity function,constructs undesirable output rate utility functionwith reference to expected yield utility function at the same time, formed a dynamic Hamilton system by the constraints of undesirable output, proved the existence of optimal analytical solutionstheoretically, supplement the explanation of the impact of various factors on the expected output in the entropy change decomposition results, open up a new perspective for the industry system reduction research, and enriches the application scope of thermodynamics entropy theory.(III)Empirical analysis on the basis of the related data in industrial system. By the data of 2001-2012 in our country’s industry sector, we make partial least squares fitting for our itsindustrial sector production function, and then calculate the entropy of our its industry sector undesirable output rate. Based on the network hierarchy departureof undesirable output rate entropy, we can design the undesirable output rate entropy path graph, obtain the total effect, direct effect and indirect effect in industry system undesirable output rate entropy, it provide a strong basisfor exploring industry system entropy reduction.(IV)Starting from the five point of view including the main body to reduce emissions, system upgrades, technical progress, complete system and advanced experience and so on, the paper put forward to some pertinence, practical countermeasures and suggestions for promotingits industrial systemreduction capacity.It is conducive to promotingits sustainable development strategy and low-carbon economies, has an important guiding significance torealize the transformation and upgrading of its industry and promote the transformation of economic development, and can provide reference for the study of low-carbon and technical problems.
