Industrial transfer and receiving is the product of the deepening of international division. It is theinevitable result of economic development. Industrial transfer and receiving are different aspects ofthe same process. Industrial transfer is related to the subject of transfer, and industrial receiving isrelated to the subject of undertaking. The interregional industrial transfer process Wuhan City Groupmainly plays the role of industrial undertaking party. As the leader of the rise of central China strategy,it plays the model role in industrial practice, industrial policy adjustment, undertaking a demonstrationresources integration etc.The thesis is based on the theory of industrial transfer, combining quantitative and qualitativemethods to calculate the regional industrial efficiency of Wuhan City Group, considerting thenon-expected outputs.⑴The thesis reviews and summarizes the related literature, finding that present academicresearches about industrial transfer and receiving are mostly qualitative from the perspective ofdifferent locations. The qualitative analysis are mostly about the reason, the mechanism, process,effect and influence of the industrial transfer; Quantitative studies on the industry are about theefficiency of industrial production of eastern developed regions which is decomposed into technicalefficiency and element efficiency. But the researches of industrial transfer efficiency are rarely;Undesirable output refers to the negative effect during the production process. The present researchesabout the negative effect of industry undertake is simply remaining in the qualitative analysisnon-systematically⑵The thesis analyzes the ability of industrial undertaking of this city group using factor analysismethod. And then it calculate the industrial gradient coefficient of Wuhan City Group, the Pan PearlRiver Delta City Group and the Yangtze River Delta City Croup. After that, the author finds thecompetitive industry of this city group.⑶The thesis calculates the industrial undertaking efficiency by using the CCR model of DEAmethod and finds that the efficiency of each city is difference, Wuhan and Qianjiang reached the DEAefficiency strongly. In addition, other7cities have input redundancy.⑷According to the research, this paper defines the undesirable output industries asenvironmental pollution, industrial isomorphism and conflict of interests. To calculate the efficiencyof undesirable output, this paper has made the improvement to the CCR model by changing the modelinto the disposal model of weak. Then the author finds that after adding environmental constraints, theoverall efficiency of the city group continues to increase, in which Huangshi, Ezhou, Xiantao, Wuhanand Qianjiang reaches DEA efficiency each year from2006to2011...
