Research On The Coastline Valuation Methods

The knowledge of the coastline value came from the concept changes about the natural resources value. However, the research on the value attribute of the coastline is far behind other types of natural resources, and the cognition is various in different subjects and fields. In particular, coastline valuation has not yet formed a complete set of theoretical and methodological system. And the phenomena are widespread that the coastline has been used freely, simply and extensively etc. Thus,research on the theory and method of thecoastline valuation is urgent and benefit for the coastline resources sustainable use and management.In this paper, based on the natural resources value and modern geography mapping theory and methodology, taking the coastline valuation utilized by various sea-use activities as starting point,we analyze the mechanism of the coastline value impacted by the sea-use, construct the coastline valuation system, and quantify the relationships among all kinds of indicators and coastline value. The main research contents are following four aspects:(1) Theory Summarization of the coastline valuation. In view of the weakness of thetheory of coastline valuation, the premise is suitable to coastline management which bases on summarization of the relevant theory. Taking the valuation theory of natural resources such as water, land and forest etc.Asbasis,combined with the coastline preliminary research results, the advantages of the coastline such as the location, resources complex and ecological services,we summarize that the coastline extinguish characteristics which includes the internal and external value by deeply analyzing some complex traits, such as the coastline itself material composition, the source of value, the value contents.Among them, the external value is realized by the direct use of the coastline,and the internal value is made by the value spillover of the coastline and indirectly affecting the surrounding environment. So, it is concluded that the coastline value is reflected by the interaction of all kinds of factors on the coastal zone, and the coastline valuation mainly comes from the resources value of the "coastal belt".(2)Construction of the indicatorsystem for thecoastline valuation. The coastline value is affected by two parts including the coastlineconditions and the way of its usage. The system layers of indicators of coastlineconditions themselves include economic, naturaland social indicators. In this paper, three impact system layers are comprehensively analyzed and recognized as the first class indicators of the coastlinevaluation. Of the first class,12 indicators were finally selected from experts consultation method and 49sub-indicators were determined. According to the different effects of coastline value caused by different sea-use, we selected fishery, industry, and tourism as three mainly sea-use activities. Through the analysis of the indicators, the final selection consists of 12 factors. Based on these factors, a total of 43 sub-indicators were determined.(3)Qualification of the indicators and the construction of coastlinevaluation model. Based on the common methods and modelsof the natural resources valuation, especially Lijingchang’s Pricing Model and Liqi’s Equations,we clearly definite the logic relationships among coastline length, resources condition, the way ofthe coastline usage. Meanwhile, we construct the coastline valuation modelbased on the coefficient modification method, namely, coastline price is equal to its length squares its basic price and squares its value coefficient. In this model, the key point is the qualification of the indicators’ weights. We qualify the indicators by AHP and experts consultation method based on the principle of the coastline protection and the sea ecological compensation,thus,we calculate the coefficient "W"of coastline value by coefficient modification method.(4) Valuation of the Coastline basis price and measurement of the coastline length. The calculation of the coastline basic price is a complex project. Because of the institution and technology, the coastline basis price is not promulgated in our country. In order to ensure the integrity of the valuation, wedefine the coastline resources basis price Po (here is only alternative numerical, ignoring the value itself significance),which is the ratio of the sea-use fee of different usages such as fishery, industry and tourism and the coastline lengthoccupied.According to the technical requirementsof the sea-use map, we select the topographic mapswith scales of 1:1000 to measure the coastline length by field survey,curvimeter, odometer and vector algorithm.Based on the approach above, we calculated the value of three kinds of different coastline, taking three different types of development and utilization of the coastline,includingthe fishery, industry and tourism, in three coastal cities of Guangxi province as samples. Results show that the valuation technical route is correct, the method is reasonable, the value orientation is appropriate, and the model is complete with a clear framework. Ingeneral, this approach can meet the need of coastline value division and management. Coastline basis price and its length are the greatest indicators affecting the valuation, and the coastline basis price and the coefficient "W"of coastline value jointly determine the final coastline value.Coastline cannot be treated as isolated without its land-sea interaction characteristics.The research on the coastlinevaluation is a long-term, complex and systematic project. In order to protect the coastline more effectively, the author puts forward the idea of taking the coastline into the categories of marine resources management which is in accordance with the regulations of the coastline evolution. Because of the complexity of land development activities and their ambiguity of influencing mechanisms on the coastline, the land development activities in this paper are ignored. Through the study of the coastline impacted by the marine development activities, we hope to find a new wayand to provide a new idea for the relevant studies. Meanwhile, we also expect more experts from different aspects to research and analyzethe study of the coastlinevaluation, which can return the key value status of the coastline.
