Research On Price Evaluation Method Of Port Coastline Use Right In China

China is a maritime power with abundant coastline resources.The port coastline is a necessary factor for port construction.Its utilization promoted the economic development of the coastal area effectively.In turn,economic development stimulated the demand for the utilization of the port coastline,which makes the port coastline resources more valuable.But the charge system of utilization of the port coastline resources with compensation is not perfect now,for its charge standard is unreasonable,which makes the value of port coastline underestimated.The study aims at evaluating the price of port coastline use right scientifically and optimizing the allocation of port coastline resources by means of price management and market allocation.Firstly,the distribution and utilization of port coastline resources in China are introduced.Based on the literature review of coastal management,compensable utilization of coastline and coastline resources evaluation,the influencing factors of the price of port coastline use right are analyzed.Then,according to the particularity of port coastline evaluation,the current unreasonable charge standard of port coastline use right,and the limitations of the commonly used price evaluation methods,also based on the idea of value separation,this paper presents three methods for port coastline use right price evaluation,including port project shadow price remaining method,port coastline benchmark price coefficient correction method,and market price remaining method.Taking the Yiheng port coastline of Shipu port in Xiangshan county as an example,we calculated the price of port coastline use right by using the shadow price remaining method and the benchmark price coefficient correction method.The result shows that the above three methods are scientific,operable and of significant applied value.
