Since the reform and opening up,the“T”-shaped macro strategy of China's land development and economic layout has been implemented on a large scale.With the rapid economic development,ecological and environmental problems have become increasingly prominent.At the national level,it is proposed that the development of the Yangtze River Economic Belt must be based on the long-term interests of the Chinese nation.The restoration of the Yangtze River's ecological environment is overwhelming,and we will focus on large-scale protection and not develop.Work to achieve ecological priority and green development in the Yangtze River Economic Belt.Based on the"three-zone,three-line"land and space use control system,the Yongchuan District of Chongqing City is used as the research area to carry out research on the delineation of the Yangtze River shoreline and the control and correction mechanism of land use within the Yangtze River shoreline In order to provide a reference for the smooth development of the pilot work and the green development of the Yangtze River Economic Belt.The main content and conclusions of the paper are as follows:(1)The unified land and space use control system is the basis for the study of land and space use control and error correction mechanism.The implementation of land and space use control is based on the land and space planning system.This article analyzes the current institutional conflicts in the control of territorial space use,and reveals the contradiction in status,function,and implementation of territorial space planning and national development planning.It is proposed to integrate the existing main planning to achieve Leading role and functional positioning of territorial space planning.(2)A delineation study of the Yangtze River coastline was carried out.According to the requirements of Natural Resources Method[2018]No.48,the theoretical demarcation results of the Yangtze River shoreline control area in Yongchuan District were obtained,and the actual situation of the Yangtze River shoreline in Yongchuan District was corrected to conclude that the final control area of the Yangtze River shoreline in Yongchuan District included Zhutuo Town and Songgai Town have a total area of 105.27 km~2,which is 15.98 km~2 less than the theoretically determined result.Among them:22.58 km~2 of shoreline space,15.37 km~2 of Zhutuo Town,accounting for 68.07%;Songgai Town of 7.21 km~2,accounting for 31.93%.Peripheral space is 78.38 km~2,Zhutuo Town is51.42 km~2,accounting for 65.60%;Songgai Town is 26.96 km~2,accounting for 34.40%.(3)By studying the land space planning and current situation within the Yangtze River coastline control area in Yongchuan District,it is concluded that the agricultural space and urban space within the Yangtze River coastline control area in Yongchuan District have the following problems:There are 3 pig breeding projects in the agricultural space that have not obtained legal procedures.It is located in Shuidutan Village,Zhutuo Town,on the outer space of the Yangtze River shoreline,covering an area of 4.35 acres.There are construction projects included in the negative list of urban space,including Lee&Man Paper Co.,Ltd.,Chongqing Kate Chemical Co.,Ltd.and Chongqing Ziguang Fine Chemicals.There are construction projects with poor operating conditions,including Techuan Terminal,Liada Terminal,and Yuxi Cargo Terminal.There are construction projects that conflict with urban and rural development positioning,including Chongqing Songgai Power Generation Co.,Ltd.,which is adjacent to the ancient Songgai town.(4)The evolutionary game theory was introduced to construct the evolutionary game model between the government and farmers under the regulation of agricultural space use,and the three-way evolutionary game model between the government,enterprises,and the public under the regulation of urban space use.Within the agricultural space,in order to achieve the regulatory objective of exiting a breeding project without obtaining legal formalities,the government can guide farmers to make shutdown and exit decisions by increasing financial subsidies and penalties,and guaranteeing livestock sales channels for farmers.Within the urban space,the design promotes the three regulatory objectives of reducing emissions,transformation and exit.The government needs to grasp the characteristics of decision-making behaviors of various interest groups,comprehensively use financial tools and administrative methods to encourage public participation,and build joint participation of government,enterprises and the public.Territorial space use control model.Based on the background of the pilot work of the land use control and error correction mechanism in the Yangtze River Economic Belt,the theoretical and practical research on space control at home and abroad is explored,and a unified land and space use control system is explored.The evolutionary game method is introduced to study the game relationship between relevant stakeholders in land and space use regulation,and a restrictive and guided regulation mechanism is designed to provide useful suggestions for the development of pilot work and the green development of the Yangtze River Economic Belt.
