As an extension of fuzzy set, Hesitant fuzzy set is that people have a certain degree of hesitation when describing a thing, which is not a certain distributed mode, so we express it with several possible values. Hesitant fuzzy set is a good decision-making tool for describing widespread uncertainty when people make decisions. Its research has been widely applied to software evaluation, financial evaluation, paper review, personnel selection, and many other areas. It is the new research direction of management science and system engineering and other areas.With the deepening of study on hesitant fuzzy set theory and continuing expansion of its application, hesitant fuzzy decision making methods are studied considering a special preference is urgent. In the management decision which policy makers need to participate,judgment and preferences of policy makers is the basis for decision. Maker’s degree of familiarity to alternatives and internal priority relationship between attributes have an important impact on the results of decision. For this matter, the paper makes a systematic study and exploration on the problem of Hesitant fuzzy multiple attribute decision-making considering experts’ degree of familiarity(i e, confidence) to alternatives and attributes priority.The main work is as follows:(1) Hesitant fuzzy information integration operators are studied considering confidence level. Based on the existing Hesitant fuzzy information integration operator, taking the impact of experts’ confidence into account, this paper proposes a kind of hesitant credible fuzzy integrated operator: Relative confidence induced hesitant fuzzy ordered weighted average(RCIHFOWA) and geometric(RCIHFOWG) operator. Taking the influence of variability of decision-making data into account, Firstly the paper gives the concept of weighted mutation rate that measures data variability,then blinds it with hesitant fuzzy set with confidence and proposes hesitant fuzzy dependent hybrid weighted average(HFDHA) and geometric(HFDHG) operator, finally studies their excellent properties in detail and gives the corresponding multiple attribute decision- making methods.(2) Hesitant fuzzy information integrated operators are studied with attributes priority.Considering the significant impact of the degree of dispersion of the attributes, firstly the paper gives a hesitant fuzzy entropy algorithm,combines it with attributes priority and proposes empowerment mixing method.Then,the paper proposes hesitant fuzzy priority hybrid average(HFPHA) and geometric(HFPHG) operator and generalized hesitant fuzzy priority hybrid average(GHFPHA) and geometric(GHFPHG) operator,and gives theiradvantages and characteristics. Taking the double impact of confidence and attributes priority into account, this paper gives a hesitant fuzzy entropy algorithm considering confidence, combines it with attributes priority and presents hybrid weighting method considering confidence and priority. Based on the hybrid weighting method, the paper proposes confidence induce hesitant fuzzy priority hybrid average(CHFPHA) and geometric(CHFPHG) operator, and gives some of its theorems, inferences and excellent characteristics.(3) Hesitant fuzzy multiple attribute decision-making methods are studied with confidence and incomplete attribute priority. For hesitant fuzzy decision information considering confidence, the paper gives a hesitation fuzzy similarity with confidence, and on this basis for totally unknown and partially known attribute weights, respectively establish a linear programming equation and solves optimal attribute weights.Then it proposes a hesitate fuzzy decision-making method based on projection methods and hesitant fuzzy similarity. For hesitate fuzzy decision problem with incomplete attribute priority, taking the possible impact of Incomplete attribute priority information into account, the paper proposes a incomplete attribute information sequence relationships correction method,and on its basis proposes a weighted mutation rate correcting defects G1 combination weighting method. For considering confidence and incomplete attribute priority case, the paper gives a hesitant fuzzy multiple attribute decision making method considering confidence and incomplete attribute priority,and apply it to software quality assessment.(4) Interactive hesitant fuzzy decision-making method is studied and its application in the financial evaluation.For Interactive multiple attribute decision-making hesitant fuzzy decision Information, based on the analysis of the limitations of the general interactive decision making, the paper proposes a interactive hesitant fuzzy multiple attribute decision-making method considering confidence and incomplete attribute priority. Firstly the hesitation fuzzy elements of attribute was integrated into integrated decision-making attribute value through hesitate fuzzy information integrated operator. Then, based on the similarity of Integrated decision-making attribute value and attribute elements, according to the three cases that emphasizes intermediate evaluation value, evaluation values on two ends and so on, the paper proposes three confidence correction methods, and combining with consistency check method about attribute priority of weighted mutation rate correcting defects G1 combination weighting method proposes a new interactive decision-making method considering confidence and incomplete attribute priority.Then Interactive decision-making method is applied to examples of financial evaluation of listed companies,and on this account helps listed companies to identify weaknesses, and optimize.The above research results gives corresponding hesitant fuzzy multiple attribute decision-making methods and demonstrates its effectiveness by numerical examples or empirical analysis. The research results of this paper enriches the hesitant fuzzy decision-making methods based on preference information in the theory, methods and applications respect.
