Research On The Modes And Impacts Of China’s Interregional Innovation Cooperation

Currently scientific research issues become more complicated, the trends of scientific specialization become more obvious, the input of R&D personnel and expenditures is increasing, and the risk and uncertainty of scientific research processes are rising. However, the distributions of innovation resources in different areas exist large gaps, but the demands of regional development for scientific and technological resources are increasing. Regional innovation cooperation can achieve inter-regional complementary advantage, cost and risking sharing, innovation resources sharing. Regional integration and cooperation of different levels have become the important strategy of dealing with the new round of technology revolution, seizing the commanding heights of science and technology development, and improving the regional innovation competitiveness. In recent years, the coordinated development of regions has been risen to the strategic level, China has proposed to break the boundaries of administrative divisions, and promote regional integration proposal. The regional policy system has shown characteristics of gradual refining and differential.Based on the above background, the paper integrates biblimetric analysis, patentometrics analysis, social network analysis and econometrics to answer the following questions: What is the development trend of China’s inter-regional innovation cooperation? What are the cooperation modes? What are the impacts of inter-regional innovation cooperation? Does inter-regional innovation cooperation promote regional economic development? The answers can be used for strategies and policies of China’s inter-regional innovation cooperation in future. The main contents are as follows.(1)Analytical framework of inter-regional innovation cooperationFirst, the paper describes the theoretical basis and related methods, reviews the evolution processes of Chinese regional strategies and policies, sums up the emphases and characteristics of strategies and policies, analyzes policy environment of interregional innovation cooperation. Second, the paper defines the connotation of interregional innovation cooperation, describes the main form, motivation, influencing factors and influencing mechanisms of cooperation on economic development. Finally, the paper constructs analytical framework of inter-regional innovation cooperation, which provides theoretical and methodological references for subsequent chapters.(2)Network characteristics, modes and influencing factors of inter-city scientific cooperationBased on the coauthor relationship, the paper selects city as space unit and constructs coauthor database of WOS. First, the paper analyzes overall outputs of scientific cooperation, studies general characteristics of inter-city scientific cooperation, and the status of cities in the network based on social network method. Second, the bibliometric methods are used to analyze the modes of inter-city scientific cooperation from the perspectives of dominant- subordinate relations, types of cooperation agencies and distributions of disciplines. Finally, the paper studies the influences of scientific productivity and geographical distance on scientific cooperation.(3)Network characteristics, modes and influencing factors of inter-city technological cooperationBased on patent data of State Intellectual Property Office, the paper selects city as space unit and constructs patent database of inter-city cooperation. First, the paper analyzes overall outputs of technological cooperation and studies general characteristics of inter-city technological cooperation, and the status of cities in the network based on social network method. Second, the patentometrics methods are used to analyze the modes of inter-city technological cooperation from the perspectives of the types of cooperation agencies and distributions of technical fields. Finally, the paper studies influencing factors of inter-city technological cooperation. Based on the reviews of relevant literature, the paper proposes hypotheses, variables and model selection, constructs negative binomial regression model based on gravity model, and studies the influences of geographical proximity, cognitive proximity, relationship proximity, institutional proximity, innovative abilities’ proximity on technological cooperation.(4)Network characteristics, modes and influencing factors of inter-provincial technology transferBased on the technology market transactions, due to data availability constraints, the paper selects province as space unit. First, the paper analyzes the overall level of inter-provincial technology transfer, uses the social network approach to analyze structural characteristics of technology transfer network based on density, central potential and block models. Second, the paper analyzes spatial agglomeration of interprovincial technology transfer based on exploratory spatial clustering. Third, the multidimensional scaling methods are used to study modes of technology transfer from the perspectives of agents, technical fields and contract types. Finally, the paper studies the influencing factors of inter-provincial technology transfer’s performances and modes. Based on literature review, the paper proposes hypothesis, variables and model selection. The regression model is used based on Caniels knowledge overflow honeycomb model. The paper studies the influences of absorptive capacity, regional innovation ability, geographical distance, proximity of industrial structure, and institutional proximity on inter-provincial technology transfer.(5)The impacts of technology innovation and technology transfer on economic development in different spatial dimensionsThe 3I(Intra, Inter and International) measure model is built for studying the influences of technology innovation and technology transfer on economic development. The spatial economic model is used in the paper according to the spatial autocorrelation test. Based on Trans-log Production Function, the Spatial Error Model are built to estimate the overall impacts of technology innovation and technology transfer on economic development. According to the existence of regional spatial heterogeneity, the Geographically Weighted Regression method is used to estimate the local impacts of technology innovation and technology transfer.Based on the above research, the paper proposes the main problems of interregional innovation cooperation from the perspectives of spatial layout, cooperation modes, influencing factors, performances and policy systems, and puts forward policy suggestions for promoting inter-regional innovation cooperation.
