The Status, Modes, And Countermeasures Of Agricultural Cooperation Between Xinjiang And Central Asia Regions

With the increasing speed and scale of economic globalization, regional economiccooperation has become an important trend of the world’s economic development. Motives ofregional economic cooperation and development, geographic distribution, forms oforganization, as well as a series of changes will produce a decisive role in the direction andpattern of world economic development. Xinjiang and Central Asia are not onlygeographically close neighbors and economically highly complementary, but also has a stronginterdependence, so it is not only possible but also inevitable to establish good agriculturalcooperative relationship to promote multi-country’s rapid regional economic development.Firstly, from the background of Xinjiang and Central Asia agricultural cooperation, thispaper clearly states the significance of Xinjiang and Central Asia agricultural cooperation.Through the analysis of the agricultural trade situation in Xinjiang and the five Central Asiancountries, the author believes that both the scale of bilateral agricultural product tradecontinues to expand with growing species, but each other’s agricultural trade commoditystructure is more concentrated, and the base of agricultural products trade is smaller needingto be improved. This article describes the exchanges and cooperation between Xinjiang andthe five Central Asian countries in the field of investment in agriculture, agricultural scienceand technology areas of cooperation, personnel exchanges and export of labor services,combined with case studies, systematically elaborating and analyzing many practicalproblems Xinjiang and five Central Asian countries will face in agricultural cooperation fromhome and abroad. From natural geographical, cultural, political, economic analysis of thebasis of Xinjiang and five Central Asian countries’ carrying out agricultural cooperation,based on detailed statistical data, combined with empirical analysis of the parties to carry outthe complementary nature of the agricultural trade and economic cooperation andcompetition, and agricultural science and technology cooperation and complementarities ofXinjiang and the five Central Asian countries through the system in-depth analysis. Theauthor believes that a broad-based agricultural cooperation of Xinjiang and five Central Asiancountries has a far-reaching significance; with the existing great potential of bilateralagricultural cooperation, the scale of agricultural cooperation of Xinjiang and five CentralAsia countries is gradually expanding, but it is still in the primary stage, having some problems need to be solved urgently.In this paper, the author comparatively analyzes the experience of agriculturalcooperation between China and other countries, combined with the actual situation of fiveCentral Asian countries, and puts forward three agricultural cooperation modes that fit forXinjiang and five Central Asia countries, that is, agricultural technology innovation alliancemode, joint enterprise cooperative mode, as well as agricultural science and technology parkcooperation mode. What’s more, this paper systematically makes an analysis of the abovemode from the aspects of advantages and disadvantages, feasibility, operation mode, as wellas rational proposals. The study points out that the mode should be treated differently andflexibly used combined with the actual situation. Finally, the thesis puts forwards somepractical policy recommendations respectively from the perspectives of national level, theregional government level and enterprise level on Xinjiang and five Central Asian countries’agricultural trade and economic cooperation.
