With building the innovation country and climate change and environmental problems becoming increasingly prominent, the low-carbon development of China’s manufacturing industry is crucial to achieving low-carbon development of the whole economy. About this, much research has been carried out. But the past research failed to analyze the three issues, namely, manufacturing development, low-carbon development and technology innovation diffusion comprehensively and systematically from the perspective of government, enterprises and market; also the past research cannot provide a solution to achieving a new low-carbon development in manufacturing industry with resort to technology innovation.Based on a relevant literature review, the author added some substantial elements including systematicness, multi-subjects and effect in the issue of technology innovation diffusion and carried out mechanism analyses of technology innovation diffusion. Different models involving elements namely government, enterprise, market, technology, low-carbon effect (GEMT-LCE elements hereafter) are devised.According to the analysis on the model evaluating the liveness of technology innovation diffusion in manufacturing industries, there exist a general continuous increase and a disparity of liveness between different industries. With resort to cluster analysis industries are classified, meanwhile their characteristics are pointed out. According to the analysis on the model evaluating the liveness of technology innovation diffusion in manufacturing industry in different districts, there exist a general yearly increase and an increasingly widening gap between the capability of the east and the west.In order to demonstrate the differences in liveness of technology innovation diffusion of different districts some charts are provided. Based on the differences among manufacturing industries and between manufacturing industry in different districts, path analysis models are devised to analyze the path to technology innovation diffusion for low-carbon development in enterprises, industries and different districts. As for enterprises, game theory is adopted to analyze. Results of the analysis show that the performance of those enterprises which first carry out technology innovation is enlightening to potential enterprises; and the government’s fiscal policies and its promoting role in the process should adapt to different types of manufacturing industries. As for industries and districts, two PLS path models of structural equation are devised to analyze the relationship among the GEMT-LCE elements, and to analyze the path to technology innovation diffusion for low-carbon development. Results show that there exist three types of path, namely breaking path, twisting path, unobstructed path. As a whole the anticipatory effect of technology innovation diffusion for low-carbon development is positive from both the perspective of industries and that of districts. The driving force of market is prominent in all paths, and the paths in different industries and different districts reveal their respective typical characteristics.Finally after an analysis on relevant policies in China and in Europe and the US, with their strong points adopted and weak points overcome, suggestions are proposed to help make better policies on technology innovation diffusion for low-carbon development in enterprises, industries and different districts. Those above-mentioned views, conclusions and suggestions about technology innovation diffusion are potentially theoretically and practically significant for promoting the new integrated development of manufacturing industry and low-carbon economic development.
