Coupling Study Between New Urbanization Quality And Impact Factors Of Chongqing, China

The Urbanization is one of the most important roads toward modernization. Since China carried out reform and open policy for 35 years, urbanization has made remarkable advances, which the overall level is much more than 50%. The east, the northeast, the midland and the west have built its special urban system, which forms a certain scale of city group initially. Urban economic development has made a great contribution to the national economy consumption. All the factors indicate that China has entered the generation of cities. Reviewing the road of urbanization, rapid development, unlimited expansion of city scale, extensive utilization of resources, increasing environmental pressures, and the urban-rural dualistic structure leading to the gap between urban and rural areas, and regional gap are still significant, which means development lack of sustainable long-term driving force, and we should adjust the developing pattern if necessary. Because the urbanization is the greatest driving force for stimulating domestic demand in China in the future, it is an effective way to promote economic development. Therefore, to change the urbanization development path and model in the past is the only choice of keeping urbanization development sustainable. Taking the new urbanization developing road as an important historical task of Chongqing, new urbanization is compared to the original one, which is to change extensive economic growth way into intensive one, to change extensive resource utilization into intensive one, to change uncoordinated regional developing mode into one of regional integration of urban and rural development. The road to realize the harmony between economic development and society, to realize the harmony between human and environment, both city and countryside development, is a people oriented, harmonious, and sustainable development model. The research on the construction and path of new urbanization developing mode has important significance and value on two aspects of theory and practice.To lay the foundation for analysis and research further, we combine the urbanization development history with the urbanization current situation of Chongqing, comparative study the developing level of urbanization crosswise, comprehensive judge the development phase, the characters, the drives and its orientation.By analyzing the relationship between the new type urbanization’s population, land resources, industry economics, ecological capability, urban system and regional development, judge how the elements which matter the development influence the new urbanization pattern. By analyzing the status of population, supply and demand in Chongqing, predict the population in the future.Taking example by the experience of the research of urbanization evaluation index system construction, construct new urbanization pattern evaluation index system of quality improvement. Comprehensive judge the urbanization development speed and scale, economic growth pattern, resource utilization pattern, social development quality, degree of urban and rural development as a whole, ecological and environment quality, judge the five central cities of the country at the same time, unite the results and carry out the comparative analysis crosswise.On the basis of influence factors of Chongqing new type urbanization development and the judgment of development quality, comprehensive analyze the situation of various aspects and summarize the main factors which restrict the development of Chongqing new urbanization pattern and the reasons. This article’s main conclusions and viewpoints are in the following list:The Chongqing urbanization develops rapidly and has entered a fast development period, however, there is a big difference in different areas, so the development foundation and resource quality determine that Chongqing chooses to implement the non-balanced development tactics.This study is based on a review of the urbanization development situation and development experience at home and abroad, through the inductive analysis of relevant theory and research literature, put forward the theoretical framework that construct a new development path of urbanization in Chongqing Municipality, combined with the previous urbanization development evaluation system, construct a new urbanization development quality evaluation system, and for measure and analysis Chongqing urbanization development status in time sequence, spatial cross section, by analyzed the factors that influence the development of new urbanization patterns and their correlation, analyzed and summarized the intrinsic link and the obstacles factors that restricting the current development between Chongqing new urbanization patterns and each development influencing factors, ultimately provide theoretical support and practical basis for constructing new urbanization path. Research framework as follows:Through the literature review of urbanization pattern in the location selection, space characteristics, type and genesis, development trend of domestic and foreign research results, review the main points aiming at Chinese new urbanization patterns and Chongqing urbanization patterns in mode selection and path design, inductive analysis of the shortcomings of previous studies, including:(1)focus on the development of the urbanization pattern differences in different areas, lack of systematic theoretical studies of urbanization model,(2)more from a single perspective and focus on the unilateral characteristics of urbanization, Less from a multidisciplinary perspective to carry out the systematic analysis,(3)lack of dynamic comprehensive evaluation and analysis urbanization model efficiency, effectiveness, and quality. Combined with the deficiency of previous studies, this paper proposed research questions.Combining the theory of economic growth pattern, space theory, system theory and the sustainable development theory and other related theory of urbanization, reference to Europe, America, east Asia, Japan, South Korea, and domestic on the east coast and South Jiangsu mode of urbanization development experience, put forward the theoretical framework of this study, indicate that this article will discriminate around the new urbanization concept, content, nature, analysis and evaluation the level and quality of new urbanization development, and the main influence factors, in order to achieve the purpose that construct the pattern system and development path of new urbanization.The main obstacle to the development of new urbanization of Chongqing:(1)the decrease of resources and environment carrying capability, the limit of development space.(2)extensive growth is the main type of the economy, economic aggregate is lower.(3)factors such as population, land, industrial supporting ability and coordination degree is not enough.(4)ability for guarantee in supporting mechanism system is insufficient.(5)did not form a pattern of the coordinated development of regional cooperation. The reasons include:(1)the limit to natural resources condition,(2)the development of the level of education, science and technology lags behind,(3) the factor market leading role is weak,(4) guarantee mechanism transformation is relatively slow, and(5)the construction of regional coordinated development mechanism is difficult.The development path of mode of new urbanization of Chongqing can design from the following aspects: the first is the construction of economic growth mode of new urbanization, knowledge economy as the core and the guide, speed up the transformation of economic growth mode. By optimizing the structure of talent education, strengthen personnel training and enhance the quality of labors; by means of the promotion of scientific innovation conversion rate, increase knowledge contribution rate to economic growth, by means of the establishment of strategic development of knowledge economy to create Knowledge Chongqing and Wisdom Chongqing. The second is to build a production factor distribution mode of new urbanization, market leading as configuration, speed up the factor flow and the transformation of government functions. The third is the construction of the new urban spatial optimization model, by means of the non balanced development strategy, accelerating the development of urban agglomeration and urban system optimization. The fourth is the construction of a new town regional cooperative mode, to the public as the goal and goal, accelerating regional integration and collaborative development.In view of the Chongqing new model of urbanization development path design, suggestions in policy design: the first is to vigorously develop the education and culture, formulate knowledge economy of Chongqing development strategy, the second is to accelerate the development of modern service industry, improve the tertiary industry level and output rate, the third is to further reform the household registration system and social security system, guide the agriculture remaining population transfer and speed up the urbanization process, the fourth is to explore the urban construction land supply and housing supply system, the fifth is to improve the basic public service system in urban and rural areas, accelerating the process of integration of urban and rural development, the sixth is to the innovation of urban construction investment and financing mode, and actively build far investment and financing platform.
