China has conducted all together 5 reforms in the rural areas since new China was founded. This dissertation is going to look at the changes of government authority, order and the process of the 5 rural reforms in order to analyze the effectiveness and mechanism of the government authority by applying the recent development of the new system economics, political anthropology and sociology in the theoretical field of public choice and state governance and by combining theories with practice.The paper will also systematically propose some measures and policies for building the party authority based on the lessons learned from many years of the 5 reforms in the hope of helping inject new vitality into the Chinese nation and rejuvenate our country.The dissertation is divided into three parts:The first part includes Chapters 1 and 2, which provide the theoretical background, the research purpose, the significant and contents. Academic development is accumulative and every new study is based on the research done before.The second part covers the six chapters from Chapter 3 to Chapter 8. This part concentrates on the analysis of the process of the 5 reforms carried out in the rural areas and performance appraisal of the reforms. A wide ranging land reform in the first few years after the liberation, the practice of the cooperative and people’s commune system and the introduction of the household responsibility and the present reform initiated by the central government—the building of the new countryside, all these reforms have brought extensive and profound changes to China’s rural society. The achievements made in these reforms are inseparable from the leadership of the party, whose authority has been widely respected. The research findings suggest that order and obedience provide the necessary conditions and foundation for the reform. However, some failures and mismanagement in the reform has led to the erosion and even the dissipation of the government authority.Chapters 9 and 10 make up the last part. This part forms the innovative part of the dissertation, which is also the core of the dissertation. Chapter 9 first deals with the functions and building of the government authority and the order in the course of the rural reform. It then studies the changes of the authority and order from both the social and political aspects so as to provide a theoretical foundation for the building of the authority, thus pointing a possible way to rural reform. Chapter 10 examines the revolutionary development of the Chinese communist Party and social changes of China’s rural areas on the basis of many years of reform. in the 20th Century, with the purpose of building up a new theoretical framework of authority and order, using economics and other scientific theories.Lastly the author will offer detailed analysis to the problems about authority and order in the building of the new countryside, the alienation of the authority and order in China’s rural reforms and the role that the social capital and collective economy played in the rebuilding of the social economic order in the rural areas.
