The Research Of Priority Order About The Supply Of Public Goods In Rural Areas

It is necessary to provide farmers the most pressing public goods, because of Chinese limited financial resources and rural financial constraints. It is urgently needed to resolve the current issue about the order of the supply of public goods in rural areas, which is the product of the rural public value judgment made in stages and sub regional, the supply from the priority order to ensure that the supply of equity and efficiency. From the empirical data, the relevant economics and psychology theory, this paper summarized the conclusions of the problem.Based on the two areas of the supply of public goods compared the status quo, as well as the needs of the two regions comparison with the status quo: the needs of Chinese peasants are basically at this stage in the physiological demand stage, the demand for order and demand levels in line with the basic theory. Therefore, the supply of public goods in rural areas in the strategy, we must focus on the long term, on the current situation distinguishing between priorities.In rural areas the supply of public goods is mainly based on the theory of public goods optimal supply theory, but the situation of serious shortage of the total supply is far short from what is described by the theory of the balance, so I believe that: the supply of public goods in rural areas need to find one "relatively balanced" state between the various public goods. To provide farmers with the most pressing public goods, it is necessary to rationally determine the supply order, and their rationally determine the relative quantity.Maslow's theory tells us five demand levels: people's needs into physiological, security, belonging and love, self-esteem and self-realization. A higher level of demand will produce, only the low levels of demand "relatively satisfied". The vast majority of Chinese farmer's needs of the public is still in the physiological level, and only the small number needs is in the security levels. Achieve optimal supply, rural residents should first meet the basic right to life, in order to protect the basic rights of farmers, after that we should realize the stability and development of rural society.The public finance coverage in rural areas must be phased because of the limited financial resources of the state. In other words, it is necessary to follow the principle of fairness and efficiency. I draw reasonable conclusions of previous studies on the basis of the level of need in accordance with Maslow's theories, and the development of rural social reality of the objective requirements, that the supply of public goods in rural areas of the order is: first, the building of rural infrastructure; second, rural medical health; third, compulsory education in rural areas; 4th, science and technology popularization; 5th,application of rural areas' social security;6th, the rural environmental protection. The essence of public goods is fair, specifically, the fairness of the process of supply, the supply mechanism of fairness, the fairness of the supply orientation, which requires the government must act according to the collective will of the public, provide the public reasonable goods, achieving that the maximization of social welfare and the per capita welfare.
