With the development of the construction of socialist new countryside and Well-off society, it has been put on the agenda that development of rural tourism and protection means of rural community participation. However, in China, research in this area has just started. Tourism development provide a new opportunity of the non-agricultural employment for rural community, however, why do some of rural community residents participate in tourism employment, but some do not participate in tourism employment? Why do some residents attain high income, but some attain low income? What factors have affected decision and results of rural community’s participation in tourism development?Complex scientific management (CSM) which professor Xu Xusong puts forward is a new management thought following scientific management, human management, strategic competition, Japanese-style management skills and learning Organization. CSM Change the traditional mode of thinking and management concept, which provides a theoretical guidance to solve complex issues of management. CSM new resources theory changes the traditional view of resources which thinks resource is the source for social and human well-being. Specially, resource genetic (each individual has unique resources essential factor) decides the difference between the individual which reflect personal core competence. The theory provides a source of inspiration to explore the difference of tourism development decisions, involvement and participation for the same rural community residents. This paper tries to explain the above issues. From the micro-level, identify factors affecting community participation decision and results which provides theoretical guidance to promote tourism employment and increasing of income.The research about rural community participation factors in tourism development has important practical significance. China’s most high-quality eco-tourism resources locate in remote and inconvenient rural areas which is information inaccessible. Thus, tourism in China is still charged with the important mission of the eradication of poverty and promoting of growth. It is necessary to implement the scientific development concept and build a harmonious society to analyze status of community residents’ participating in tourism development and related factors, and concern about factors about employment and income of residents.Current Research shows that, community participation in tourism development studies have been carried out in foreign countries for more than 20 years, and have become a focus of research in china. Among existing research in China, research about factors affecting community’s participation in tourism has just started. Most researches have only studied the problem from the qualitative point, but empirical validation is often neglected. This paper uses methods of the combination of qualitatively and quantitatively, theory and empirical. Selects a typical case—rural community besides TangChi hot spring to argue factors affecting community’s participation in tourism development through interview and questionnaires. Test empirically social capitals and human capitals influencing on rural community participation, and qualitatively analysis other resources of CSM new resource theory.This paper has seven chapters:Chapter one and chapter two is introduction and theoretical analysis. Chapter three, chapter four and chapter five test empirically how social capital and human resource capital impact rural community’s participation in tourism development. Chapter six analyze other factors of CSM, Chapter seven summaries the full text, puts forward suggestions, and proposes the prospect on the following studies. The main contents of each chapter are as follows:Chapter one——Introduction. Discuss the background and research significance of the paper, cards related research at home and abroad, explains related concepts, puts forward main contents, research methods and technical line.Chapter two——Summary of relevant theories. Introduce CSM, new resources theory, social capital theory and human resource capital theory that lay the theoretical foundation for the following study.Chapter three——Study design. Explain overview of the rural area, data sources, research process and sample of research.Chapter four——Social capitals’ influence on rural community participation. Describe possession cases of social capital for Residents of rural community, construct econometric model to test social capitals influencing on rural community participation. The results verify the first basic assumption of the paper that social capital influence on rural community participation notably.Chapter five——Human capitals’ influence on rural community participation. Describe possession cases of human capital for Residents of rural community, construct econometric model to test human capitals influencing on rural community participation. The results verify the two basic assumption of the paper that human capital influence on rural community participation notably.Chapter six——Other factors’ influence on rural community participation. Analyses other factors influencing on rural community participation of new resource view from the qualitative point of view including system resources, knowledge resources, information resources, idea resources and psychological capital.Chapter seven——Conclusion and outlook. Summarize the full paper, put forward relevant policy recommendations, induce and prospect the main further study.The paper tries to innovate:Firstly, the paper use new resource theory as a research perspective, analyze new resource factors of CSM influencing on rural community participation including participation in tourism employment, participation approach, and participation result (income).Secondly, we construct logistic regression model and multiple linear regression model to test social capitals influencing on rural community participation.Thirdly, we adopt independent sample t-test and variance analysis to test human capitals’ influencing on rural community participation, and adopt Heckman model to correct selectivity bias of the human capital’s impact on community participation.Finally, the paper provides empirical support case for new resources theory and further enrich the content of CSM new resources theory.
