The Ethnic Community Participation In Eco-tourism Development In Xinjiang

Since the tourism planning and development in the mid1990s, the Kanas hasrealized the goal-“millions of visitors, a world-class scenic spots” with asuper-conventional development. It has been one of the fastest growing touristdestinations in Xinjiang. This paper takes the current situation of the participant ofTuva community (in Kanas village) in ecotourism exploitation as a research objectto count and dissect the field investigation in a detailed way on the basis of relevanttheory and literature review. Further more, the paper proposes ways and means onthe question of a lower-level participation of Tuva community in ecotourismexploitation.This essay is based on the research perspective of Xinjiang Kanas tourism community, from the scale of community tourism, the resource property, the benefits allocation, analyzing community participation process, format, and problems.KanasEcological tourism plays an important role in promoting economic development,preserving cultural tradition, especially in improving local residents living standard.Community participation is a kind of planning technology and method of ecologicaltourism, especially for tourism destination where is both scenery region and community, community participation now has become the key factor of tourism sustainable development. Community participate in tourism development means during the proc-ess of tourism plan, organization and supervision, people need to considerate demandsand opinions, and treat it as the main body of tourism development so as to ensure the sustainable development of scenery-community tourism sustainable development.However, it’s not always true in the practice of ecological tourism. Because of itslocated in remote area,and its economically backward, natural and human resources abundant, tourism could be the main route for community to acquire wealth.Kanas community tourism is small in scale, low in level, most businessmen the-e are petty de-alers, they have no chance to participate in tourism plan, decision, policy and organi-zation, they have no option, decision-maker power and benefits-allocation right. Acc-ording to the group of classification of community participants tourism, they belong to passive participants, some of programs are belong to induced participants, the resi-dents there are in no rights condition. However, the local communityhas exclude from tourism development system, and become the islet of scienc region.Ethnic community become the islet of scienc region. Ethnic community residens asone ben-eficial member of tourism developing, has always become the vulnerable gr- oups of psychology,politics, society, and economy aspects. What’smore, marginaliz-ation in power structure may lead them have no chance in participating in tourismdevelopment strategy process and share the economic benefits of tourism industrydevelopment. This is not fit the scientific connotation of ecological development. Tostrengthen community right building is the problem of “How to participate”. Touris-m community according to external convention and assistance to guide the changein this no right society. This essay is according to the present situation in Kanascommunity, through ensure empowerment subject and receptor, to build the route ofcomm-nity empowerment, and attempt to establish new model of community anticip-atio tourism.
