The Metropolitan of Northeast old industrial base was the important heavy industry base,the Metropolitan Area ecological system consisted of all the resource, environment, society andeconomy elements that Metropolitan Area development dependent on.With the nationalimplementation of the revitalization of northeast old industrial base, the rapid expansion of theeconomies of scale and expanding of the metropolitan area population, the contradictions ofhuman activity and metropolitan ecosystems had gradually been deteriorated. All these have causea series of eco-environmental problems that threaten the existence and the development ofhuman directly.the essence of these problems were that the intensity of social economic activityhad exceed the carrying capacity of it.In order to solve the ecological carrying capacity problemsand realize regional sustainable development, assessment the ecological carrying of metropolitan,contrast the ecological footprint in country and urban,the combination with the ecosystem servicefunction of the ecosystem.The main following conclusions were as following:(1)The article adopt ecological footprint analysis method to access the sustainability ofmetropolitan development. In the studying, it presented new ecological footprint model which wasbased on the emergy analysis method. The sustainability evaluation index also put forward toindicate the extent of environmental resources useing. The new model focused on the ecologicalcarrying capacity and the demand of ecological footprint that used the emergy transfom and thedensity concept of the emergy theory.The analysis of emergy measures both of nature and humanin generating product and service.By multiplying the amount of energy with its solar emergytransform which could easily quantified different kinds of product and service.The objective ofthis article improved the ecological footprint model by introducting the emergy analysis into thecalculation process and proved the model in Changchun and Jilin Metropolitan Area.Theemergy-based ecological carrying which was estimated based on urban renewable resources andthe renewable portion of the biologically productive land. The emergy-based ecological footprintcalculated according to the natural resource consumption within the regional resourceoutput.within the annual solar emergy of earth biosphere in calculating regional emergy density.However,the urban renewable portion of biologically productive land and most of the consumedresource was converted to corresponding emergy amount that throuth the emergy analysis.Finally.The article applied the improved emergy-model to Changchun and Jilin Metropolitan Areaand found that the emergy-based ecological carrying capacity was13.98hm2/cap,the emergy-basedecological footprint was14.68hm2/cap, the renewale part of the blogically productive landaccounted for a large proportion of the regional ecological carrying capacity and portion of theecological footprint that were contributed to export resources to other places outside of themetropolitan.The sustainability emergy index was0.51which indicated the sustainabledevelopment.It should focus on increasing resource efficiency and balancing the developmentbetween eco-environment protection and the renewable energy could taken into account. (2) The ecological carrying capacity in Changchun and Jilin Metropolitan Area had changedfrom1991to2009,however the main reasons were the highly dependent on unrenewableresources such as forest,Greenland,unutilitazed land which had effects on region.The developmentof region economy which need highly ecological pressure and supplying of resources,theincreasing of ecological carrying capacity was lower than the ecological footprint with thedevelopment of ecomomy. Meanwhile, the country ecological carrying capacity index was betterthan the urban ecological carrying capacity. The index have closely relation to the developmentand processing of agricultural products.If the scale of agriculture and the industry developpedhighly.the index should changed recently with the development of Changchun and Jilinmetropolitan area,the sustainable development of Changchun and Jilin Metropolitan Area still ingood situation.(3) The evaluation of the sustainable development ability of urban ecological economicsystems has been more and more highlight.New methods were needed to solve the interfaceproblem between nature and economic society. Ecosystem healthy has been a hot topic of theurban ecology in the recent years.The theoretical framework and methodlogy of the urbanecosystem health assessment based on emergy were proposed and comparative implication of thetemporal variation of the health level of the city were also outlined. Four factors,includingvigor,organizational structure,resilience and fuction maintenance were collected to construct anovel emergy-based index on urban ecosystem health.Based on the EUEI of Changchun and JilinMetropolitan Area.The sustainable development of it increased from1989to2009,despite of arelatively level on the whole due to an emphasis on the resource structure adjustment andutilization efficiency, which make a better service function for the integrated urban scosystem.meanwhile,as old industrial cities,the Changchun and Jilin Metropolitan Area was characterizedby the organizational structure and large environment pressure.as well as low ecosystem recoverycapability.therefore,lowering gradually the environmental threat was necessary to eliminate thestructure of the urban ecosystem, thus enlarging the urban ecosystem carrying capacity andpromote the power of urban ecosystem service function.It in order to make the Changchun andJilin Metropolitan Area sustainable development come ture.
