Coal and gas outburst, which is complex dynamic phenomena, is the synthesize result of stress, gas, coal physics mechanics etc. Prevention work involves three interrelated aspects. They are regional prediction, local detection and taking effective measures. It is indicated by domestic and overseas mining practice that the district where coal and gas outburst is territorial, the disaster occurrence area accounts for only 8%~20% of whole mine district. So regional prediction of coal and gas outburst hazard is very important for preventing coal and gas outburst.Regarding coal and gas outburst of the eighth mine in the Hebi as the engineering background, based on plate theory and geodynamics, coal and gas outburst occurrence mechanism dynamic source are analyzed, the influence factors and effect mechanism are also determined, then geological dynamic environment of coal and gas outburst is revealed. Beginning with the study of regional structure movement and present stress field, using the research techniques such as laboratory testing, field test, theory analysis and numerical simulation, the regional geological structure frame is firstly determined through different scale and level structures division and further analysis of the control effects of structure property and its combination form on coal and gas. Through geological structure model,in-situ stress measurement and numerical calculation , the regional tectonic stress distributions are determined. The gas emission is predicted by multi-source prediction method and mine statistical method, finally the contour map of gas emission is drew out. Based on theory analyst and the relation among the factors affecting coal and gas outburst, the norm and model of pattern recognition were established,then the design and algorithm of pattern recognition system were completed, on which the probability prediction norm were certain and the development of coal and gas outburst regional prediction system was completed. The II1 coal seam of the eighth mine in Hebi is then divided into different area, to assess and predict the danger of coal and gas outburst. The prediction and control plan of coal and gas outburst have been put forward based on geo-dynamic division method.
