The Yangtze River, the third largest river in the world and the largest one in the China, with a total main stem length of 6300 km and a catchment area of 1.8 million km2, pours annual runoff of 960 billion m3 into the East China Sea. Because the Yangtze River basin amounts to 1/5 of China's total territory, 1/3 of the nation's population, 40% of the China's total industrial and agriculture production output, the rehabilitation and development of the Yangtze play a very important role in China's social and economical development.Along with the strategy on the West development in China, the rapid development and aggravated ecosystem problem coexist in the Yangtze River basin at the same time. Due to the rapid growth of population, and the development of the cities, towns as well as the industrial and mining enterprises in recent years, and the sharp decrease in the forest coverage, the increased area and the intensity of soil erosion, an unbearable loading to local environment has existed in most parts of the Yangtze River basin, which has caused intense impacts on the natural ecosystems and become a restrictive factor for further development in the basin.As the ecological system, it is necessary to protecting natural environment. Furthermore, it also is necessary to guaranteeing the quality of economic growth. Both of them were taken account of as a whole in the system based on the advantage of abound water resource in the Yangtze River. The sustainable development depends on the normal coordinating operation of five parts, i.e. the population, the resource, the economics, the environment, the disaster mitigation. In the view of sustainable development, this paper focuses on the research of the integrated decisional module of ecosystem management for the sustainable development in the Yangtze River. The systemic decisional approach, which based on qualitative points of view on theecological management in the Yangtze River basin and viewpoints of sustainable development, derived from quantitative mathematical module, was used as a system tool to analysis the impaction between the complex factors for sustainable development in the Yangtze River, and then suggest adoptable ecosystem management countermeasures, which coordinated the confliction between the economic growth and natural environment protecting, and promoted sustainable development in the Yangtze River. So, in the integrated decisional module, the factors relation between the population, the resource, the economics, the environment, the disaster mitigation was explained by system dynamics approach, the system dynamic behavior was illustrated by the dynamic module, and then analyzed the impactions of every ecosystem management countermeasure, chose feasible proposes from all countermeasures, optimized the huge system and promoted the sustainable development in the Yangtze River.In the paper, some feasible proposes, which derived from the integrated decisional module of ecosystem management, were submitted as follows:1, The bottleneck of the Yangtze River development raises in 2030 year. In the year, population in the Yangtze River may reach the peak, food supplies become lack, and so on. All problems may block the sustainable development in the Yangtze River.2, It is a optimize countermeasure of mitigating the great tension in 2030 year to control population growth in the Yangtze River upper reach, especially, in ecosystem sensitive zone, and take up necessary population move plan.3, It is necessary to carry out more efficiently urbanism strategy in the Yangtze River middle Reach.4, Soil erosion keystone zones mainly locate in Yunnan province, Sichuan province, Chongqing city. "Four Region", especially the slope tilth, is all-important soil erosion zone in these districts.5, The Three Gorges Project may enhance the ecosystem safety degree in the Yangtze River, and mitigate the impaction of soil erosion to the Yangtze River middle and lower reach.6, Setting up ecosystem compensation countermeasure, which combine...
