Public Participation In Environmental Factors Which Influence And Its Action Mechanism

The environment problem has become the most severe test that nature poses to humanity which now countries all over the world have to face. China as the developing nation with the high speed economical growth is in the essential period of reform when the economy highly relies on the population natural resources, environment problem appears urgent. The public participation has become the mainstream solution to environment problem, which has being positively implemented. However, the domestic study on public participation in environmental protection is still to be at the start stage not to be very mature. Therefore Based on the findings of existing studies both home and abroad, from the perspective of behavioral analysis, combining the theoretical research with the empirical study and deduction analysis with induction analysis, the paper incorporated the knowledge in behavioral economics, environmental economics, environmental management science, psychology and sociology to probe deep into the public participation in environmental protection based on our country's practice in this field. The purpose of research is to establish a framework including concepts, function, mode, standard and a series of basic theoretical problems; to examine the micro and macro affecting factors and mechanism; carry on the comparative analysis to the Chinese public environmental protection behavior data then to explain reason of the difference and seek the effective approaches of the public participation in the environmental protection.This paper covered seven parts as follows. The first part is the overview of the literature on the public participation in the environmental protection both at home and abroad to sort the theoretical evolution and the skeleton of research in the literatures and reveal the shortage in the current domestic research and point out the future orientation The second part is the basic conceptual framework of public participation in the environmental protection, which includes defining the concepts, contents, modes, functions and evaluations of environmental protection, public participation, participatory management and collaborative management. The third part is the mechanism of public participation in the environmental protection. Analyzing the mechanisms environmental consciousness and social background on individual behaviors respectively, the paper proposes the interaction of environmental consciousness and social background contributing to the individual participation environmental protection. The fourth part is the mechanism of the pubic participation in the environmental protection. This part explains the contents and the mechanism of the government, enterprises and the public participation in the environmental protection respectively and penetrates into contradiction between the government and enterprises in the environmental protection and discloses the root the omission or underdoing of the local government during the game with the enterprises and public in group gaming. The fifth part is a comparative research on differences in the public participation in the environmental protection in different periods. Taking the data in 1998 and in 2006 on public participation in the environmental protection behavior, the paper expounded the environment knowledge, the environmental awareness and the environmental behavior according to the different time and the different social background separately, especially examine into the different sex and time's effect on the environment al behavior .The six part is a empirical Research on Shaanxi environmental protection behavior data. The last part proposes some countermeasure and suggestions to promotes the public in our country to participate in the environmental protection. The innovation of the paper was reflected in the following three aspects. First, from the aspect of research, starting from the behavioral analysis, the paper incorporated organically behavior economics, public management, psychology, sociology, econology, environment management and relevant disciplines during the research and introduces the gender sensitivity. Second, in the aspect of contents, the paper established the conceptual framework of public participation in the environmental protection; expounded the mechanism and factors influencing the public participation and came to the conclusion that the environmental awareness and social background are the intrinsic decisive factors which affect the public participation; from the macro angle, probe deep into the contradiction between the government enterprises and the public in environmental protection behaviors and proposed that the process of the three party game decided their actions and .The paper disclosed the reason for difference in environment knowledge, the environmental awareness and the environmental behavior according to the different time the different gender and the different social background in the recent decade. Third, the paper adopted various methods as induction, deduction, systematic analysis, Balanced analysis, games analysis, quantitative analysis, comparative analysis, static analysis and dynamic analysis to prove the conclusion.
