Western Ethnic Regional Environmental Ngo

For 30 years reform and opening to the outside world, China's economic development has attracted worldwide attention. At the same time, China's environmental problems also draw the world's eyes. As China's ecology barrier, Western minority areas of China has significance in protecting environmental security of middle and east part of China, and even East Asia and South Asia.Southwest region of rich biological diversity is the wealth of all mankind, while in Northtwest China,the treatment of dust storms are affecting the entire East Asian region's nerves. Compared with the middle and east part, the west part of China has the vast territory with a sparse population, the backwardness of economic and social development level, minority and religious issues are intertwined, social and political contradictions, and environmental governance as a comprehensive world-wide problem only rely on the Government dose not effective ,there is an urgent need of social forces to intervene. As a carrier of public participated environmental protection organizations, non-governmental organizations(NGO) played an important role in global environmental governance, and its functions already spill far the scope of its environmental protection. Therefore, the study on western national environmental protection NGOs in this article has a strong theoretical and practical significanceThis paper applied Governance theory, and started from network governance research methods, mainly used literature analysis, compare study methods , empirical research, interviews etc. society and political science research methods. Main content is divided into six parts:The first part is preface. Mainly defined the related basic concepts, explained meaning of the topic, theoretical foundation and the main research methods.The second part focuses on the natural and social conditions of western minority areas of China and the development status of environmental protection NGOs. It classified the environmental protection organizations and made characteristics analysis.The third part, mainly analysis the economic, social, cultural and political functions of the environmental protection NGOs in the western minority areas of China from the perspective of governance theory, but also pointed out the deficiencies of environmental protection functions of NGOs. In particular its political functions are double-sided, it is worth the Government's attention.The fourth part analysis the bottleneck of the environmental protection organization development in the western minority of China. Civil rights awareness, environmental awareness, charity awareness are ideological obstacles constraining environmental protection NGO functioning. Meanwhile, how to correctly understand and deal with the customs of minority areas of China, traditional ecological ideas also become the problems which must attach great importance to the western minority regions environmental protection organizations; natural and social conditions in national area has made environmental protection NGO capacity-building itself suffered greater challenges and constrained its function; imperfect policy legal environment for NGO are the biggest obstacles to development.The fifth part raised the development measures of the environmental protection NGO in the western minority areas of China. We have to learn advanced management methods, management ideas and good policy from advanced countries; at the same time, we should create conditions for NGOs'development from the ideology, their own capacity-building and institutional environment under the the principle of protection of the western minority areas of China in biodiversity conservation, protection of minorities, ethnic minorities, cultural diversity. Of course, while the western minority areas to foster the development of local environmental protection organizations, continue to seek international organizations and national organizations are more rational choice.Part sixth is the empirical research. This paper selected environmental protection organization "once the Prairie" as a sample,their purpose are to protect the existing grassland in Inner Mongolia, through the tracking and depth interviews, the environmental protection NGO case study enabled a more full argument of this article.In an era of globalization, NGOs' development has become a worldwide trend, as Salamon calls "a global association revolution." Therefore, any country and and government should not turn a blind eye to NGO. Although,in this paper, the western minority areas environmental protection NGO is the studying object, but it's not the only purpose. Under the concern of Ethnic minority areas' environmental protection, achieve harmony between man and nature in ethnic minority areas, the protection of cultural diversity and the protection of the rights of minorities are also the central idea throughtout the full text.
