| City ecological plan is only employed in the City master plan phase currently.Because of its long duration and large spatial scale, protection of ecological factors isdifficult to be implemented in this phase, and deterioration of ecological environmentand supplying energy/water resources simply according to demand cannot be avoided.While city regulatory plan has gained legal status and ecological city regulatory planhas become an inevitable trend, it is urgent that city ecological plan be extended to thecity regulatory plan phase, so as to ensure protection of ecological factors insubsequent implementation of land development and construction.This thesis carefully studies basic theory of city ecological planning,relatedurban planning theory and the practice of city ecological planning in China and abroad.On the basis of these theories and practices, it sets up the goal of ecological planning ofnew urban areas, establishes ecological planning content and the planning steps, andconstructs three basic planning methods. These are landscape ecological planning in thebackground of artificial-natural complex ecosystem, integrated resource planningaiming at making energy plan and water utilization plan, as well as ecologicalcompensation at multiple levels.Seven systems of planning need to be founded. These are: land use ecologicalplanning, green transportation planning, green space systems and biodiversity planning,energy planning, water resource conservation and use planning, green building planning,and environment protection planning. It points out the purpose, principles, planningmethods, planning steps and various ecological indicators of these seven systems ofplanning.The process of city new district ecological plan is divided into three phases:investigating current status, determining programs, and guiding indicators, paralleledwith city regulatory plan. It should be regulated at the same time of City regulatoryplan to guide its land use plan. Its ecological indicators should be merged into the textand the block plan of the city regulatory plan to provide practical guidance of landdevelopment and construction.By studying two typical cases of city ecological planning in the city regulatory planning phase:Sino-Singapore ecological city planning in Suzhou and Pixian OrchidsDistrict ecological planning, in which I participated,I test the feasibility of the abovemethod and point out its limitations and research directions.This thesis has three innovations: firstly, it proposes city ecological planningin the City regulatory plan phase to assist ecological protection, resourceprotection and environmentally sustainable development. Secondly, it brings intopractice the objectives, principles, methods and planning steps of city ecologicalplanning and its seven subsystems. Thirdly, it proposes merging ecological indicatorsof the overall table and the around the block tables into the text and block plan of thecity regulatory plan. It studies the type and range of various ecologicalindicators that should be included. |
