Research On Optimization Of Old City Road Planning In Regulatory Detailed Planning

Regulatory detailed planning(hereinafter: regulatory planning)is an important means for our country to control urban construction,and it is also an important prerequisite for the assignment and allocation of land use rights.With the introduction of the national "stock development" strategy in 2013 and the "high-quality development" strategy in 2017,the focus of urban development began to shift to the old city,and the compilation of old city regulatory plans has also become a research hotspot.There are many practical problems in my country’s old cities,such as population saturation,aging buildings,insufficient facilities,staggered ownership(city and village),and mixed roads.However,at present,the regulatory planning still adopts single technical standard for the old and new urban areas,which lacks flexibility and adaptability.For example,in some areas,due to complex ownership and demolition difficulties,it is impossible to realize the functional renewal of land use,and there are also practical difficulties that the planned roads cannot be implemented for ten years.In the era of stock,the compilation method and approval requirements of regulatory planning for old urban areas need to be optimized.The road is the core element of urban traffic,and it is also one of the most intuitive elements for people to feel the quality of the city.In addition to the traffic function,the road is also related to all aspects of urban construction,such as the layout of land use functions,the shaping of landscapes,and the layout of infrastructure.Therefore,taking the old city road planning as an entry point,discussing the current regulatory planning issues and future reform directions has practical guiding significance,and is a key step for the city to move towards a high-quality development stage.This article discusses from two parts.First,through literature review and case interpretation,it summarizes and sorts out the bottleneck in solving the problem of old city roads planning and the future development trend.Secondly,take the old city of Guangzhou as the specific research object to discuss the idea of optimizing the road planning of the old city.This article innovatively proposes that before compiling the old city regulatory plan,the old city should be classified into three types of space,historical style,quality improvement,and urban redrawing,through multi-factor weight analysis,and propose a zoning development strategy.Secondly,road planning should meet both traffic demand and space quality improvement needs.In terms of solving the road traffic demand,it innovatively proposes to use "space syntax" to simulate the feasibility of road traffic;to check the road planning scheme by re-surveying the current situation;and to verify the rationality of road planning with the method of "traffic flow prediction model".In terms of improving the quality of road space,it is proposed to improve the management and regulatory of space elements such as the interface along the street,public space,and road infrastructure.The three typical areas of Guangzhou Beijing Road Cultural Core Area,Zhusigang Area and Wuyang Village Area are discussed as actual cases.At the same time,this paper focuses on how the content of road planning under the regulation of regulations is transmitted downward with high quality.It is proposed that in addition to the road red line vector information,the rich road spatial attribute content(slow path planning,street style regulatory requirements,traffic organization suggestions,road section selection,etc.)should be integrated into the city’s "one map" in the form of a database.The system platform serves as an important reference for subsequent guidance of the follow-up urban construction behavior.Finally,it is hoped that through the research on the optimization of old city road planning in this paper,it will bring reference optimization ideas for the transformation of China’s regulatory planning in the stock era.
