Study On Implementation Strategies And Models Of Digital City

Digital City is a basic symbol which transforms from the industrial age to the information age, is a historical stage of the human social development and progress. It is not only the social management progress of government management, government services and government decision-making, but also the economic and cultural change of production modes, lifestyles and cultural ways. Its goal lies in the application (service) and its essence is (resource) sharing. That is, through the application and sharing of information, to enhance the urban "intelligent" levels, to improve the urban qualities of life, to promote the comprehensive developments of economic and social environment, to achieve the urban sustainable developments.Digital City is not a purely theoretical or technical problems, but a complex system engineering, which is influenced and restricted by various factors such as technology, government and market. Therefore, this paper adopts the method of interdisciplinary studies, which is based on home and abroad of the academic research results, and tries to integrate theoretical foundation and technical support of digital city.Digital City's basic framework and content is integrated use of advanced information technology, which is based on the intensive and environment-friendly information infrastructure. Through the implementation of 12 key application service system, 5 major resources management service center, 8 key communications and information infrastructure, it completes three levels of core content from the "high starting point infrastructure" and "full sharing of information resources" to "intelligent application service". Through implementation of "city nervous system engineering", this article seeks to achieve convenient, smooth and efficient urban management, service and operation, to make the development of "city organism" more healthy.The study on sustainable development strategy of digital city is relatively little at home and abroad. On the basis of foreign digital city implementation strategies and enlightenments, this paper selects digital Caofeidian as object of study, around its entire process of implementation, puts forward six aspects of sustainable development strategy to provide Caofeidian International Eco-city comprehensive, coordinated and sustainable information service platform and decision support systems.The implementation model of digital city only uses top-down government to promote is limited, while also considers three levels of the enterprises, communities and individuals. By complement of a bottom-up public participation model, it forms a interactive implementation mode. The operation of digital city may be faced with the lack of unified planning and coordination, funding shortage, lack of motivation industrial sustainable development, disorderly competition and other issues. It should adopt the model of "government guidance, enterprise operations, industry practices and public participation" to guarantee the sustainable operation of digital city.
