With the rapid development of social economy and urbanization, the linear city accounts for a certain proportion in our country for natural or historical causes, and has been considered to be the most suitable form for urban development. But, the traffic problem in linear cities is becoming more and more serious because of the unrestricted urban expansion and land exploitation, for which the economic development and residents’ life quality is seriously affected. Therefore, it is of utmost importance to carry out research on the traffic congestion of linear city to consider the traffic problems from the urban form perspective and to find reasonable traffic congestion governance modes and strategies.First of all, the paper explores the relationship between urban form, urban traffic and traffic congestion from the urban form perspective, and summarizes the traffic characteristics specific to the linear city by analyzing the urban spatial structure, land use status, resident trip characteristics and road network characteristics of some belt cities at home and abroad.Secondly, according to the current traffic congestion situation of the typical linear-city of Jinan and Lanzhou, main characteristics are summed up as follows: congestion spatial distribution presents a regular form, congestion mainly concentrates on the trunk roads of the urban development axis, congestion on the urban key sections and main intersections is also very serious. Taking Jinan as an example, the paper analyzes roundly and deeply the general and special reasons that bring about its traffic congestion.Finally, the paper points out the governance modes from macroscopic and microcosmic aspect, according to the analysis of traffic characteristics, congestion traits and its general and special causes, based on fully absorbing the traditional governance modes. On the macro-level, based on the traffic supply and the traffic demand two root causes that bring about the linear-city’s traffic congestion, the paper is to solve the contradiction between them and provide effective safeguard mechanism, so as to seize the whole urban traffic lifeline macroscopically. On the micro-level, considering the theory principle that the node is the key factor affecting the overall efficiency of road network, and combining with the actual condition that the node congestion mainly occurs at the level signal intersections in Jinan, the improvement methods have been proposed, like the optimization of channelizing design and timing design for the level signal intersections, and the simulation software VISSIM has been used to verify by the actual data to ensure the control measures tally with the actual situation. It is to make the traffic nodes the maximum traffic capacity in the limit of the existing conditions, so as to get through the blood of entire city microscopically.The paper carries on the research aiming at controlling linear-city’s traffic congestion, analyzes the urban traffic characteristics, congestion traits and reasons from the urban form perspective, establishes the comprehensive governance modes and implementation strategies. The results of this research have an important instructive meaning, and can provide some references and ideas for the urban construction management to control the traffic congestion.
